� <br /> The Board considered approving an integrated supply services agreement with Walker <br /> Automotive Supply, Inc. for implementation of an on-site inventory program for fleet and <br /> facilities and authorizing the Chair to sign. <br /> Jeff Thompson from Asset Management presented this item and gave some <br /> background information. Historically, Orange County's volume of purchases for fleet and <br /> facilities inventory would not allow it to qualify for an on-site managed inventory program. <br /> However, information technology advances have allowed the logistics and supply industries to <br /> move away from an inventory heavy supply model to a less costly "on demand" model that can <br /> support maintenance operations like Orange County's. this arrangement would allow the <br /> implementation of a just-in-time inventory system, managed by Walker Automotive, Inc., to be <br /> developed on the County's site. <br /> Walker Automotive Supply, Inc. ("NAPA"), acting as the local Agent for NAPA and its <br /> parent company, Genuine Parts Company (GPC), will provide on-site logistics and supply <br /> support for Orange County's fleet and facilities maintenance operations located at 600 <br /> Highway 86 North in Hillsborough. WalkerAutomotive, Inc. will: 1) provide the inventory <br /> supply specialist who will control these operations; 2) own and service the inventory housed <br /> there; and 3) distribute the inventory from the County's location. <br /> Orange County projects its estimated net annual savings to be between $20,000 and <br /> $40,000 for automotive and facilities maintenance supplies due to lower cost per unit and more <br /> efficient management of the inventory. <br /> Commissioner Hemminger asked if they looked at other companies. Jeff Thompson <br /> said no. <br /> Frank Clifton said that one of the issues is that there is a software supply process. <br /> Commissioner Foushee asked if any Orange County employee would be displaced and <br /> Jeff said that one employee will be relocated to another department. <br /> Commissioner Jacobs suggested working with the two school systems on <br /> transportation and sharing this with them. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> to approve an integrated supply services agreement with Walker Automotive Supply, Inc. for <br /> implementation of an on-site inventory program for fleet and facilities and authorize the Chair <br /> to sign. <br /> VOTE: UNANIMOUS <br /> c. Buckhorn-Mebane Economic Development Area Water and Sewer Desiqn <br /> The Board considered an optional design alignment and sewer facility for Phase 2 of <br /> the Buckhorn-Mebane Economic Development Area water and sewer infrastructure and <br /> authorizing the County Manager to sign. <br /> Craig Benedict said that Engineer Kevin Lindley is here tonight and the consultant from <br /> Hobbs Upchurch was also present. Hobbs Upchurch Associates (HUA) is the consultant that <br /> the County hired to do design work in the Buckhorn-Mebane corridor and also to do an <br /> overview plan of some of the needs in the economic development district from Efland to <br /> Mebane. He made reference to the map from the Efland area to Mebane (multi-colored). <br /> The decision tonight is how to get the flow from the lift station on Buckhorn Road. <br /> There are additional design costs when the gravity system is put in, but would only be $8,000 <br /> more. <br /> Frank Clifton said that what staff did not want to do is put a force main in and then have <br /> that area come forward for development and it not be enough. The gravity line costs more, but <br /> it will be needed for a large-scale development. <br />
