5 <br />ATTACHMENT 4 <br />ORANGE COUNTY TRANSIT PLAN (OCTP) <br />QUESTIONS/EXPLANATIONS <br />QUESTIONS TO BE RESEARCHED AND ANSWERED SUMMER 2011 <br />1. How the model is fiscally conservative on both revenue and expense side as <br />verbally presented at our last meeting. <br />2. Assumptions about which bus routes are fare free and- which are not. Provide list <br />(see also assumptions 8 & 9). <br />3. More detailed description of the bus rapid transit-- length of line, exact start and <br />end point. Would BRT be viable and economical options for the high volume <br />corridors of Hwy 54, 15-501 and MLK to be part of a regional public transit <br />network? <br />4. Description of the limitations on use of the sales tax (e.g., cannot be used to <br />supplant existing service) (see also assumptions 5 & 6). <br />5. Explanation of how the model assumes the light rail cost to include the most <br />expensive alignment (Meadowmont) and how much lower the rail investment <br />cost would be if the Hillmont alignment were chosen. <br />6. Spreadsheet showing Durham's bus plan and how it lines up with the regional <br />bus plan on the Orange County plan. <br />7. What permits and righ#s of way will need to be obtained to implement the light rail <br />and bus rapid transit. <br />8. Explanation of how and when state and federal monies will be requested. <br />9. How the operational- costs per hour of bus service are being estimated across <br />time and how are rates controlled when using different providers. <br />10. List all the light rail stations within Orange County and within the limits of Chapel <br />Hill but in Durham County. List where park and ride lots will be <br />11. Describe how the LPA will be selected. <br />12. Background rationale for the eastern route from UNC towards Hwy 54 and then <br />NNE along I-40 to 15-501 instead of a more direct UNC to 15-501 route. In <br />combination has a BRT line been examined in the Hwy 54 corridor or similar <br />alternative analysis scenarios. <br />
