APPROVED 1217199 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />CONTINUED FROM SEPTEMBER 21, 1999 <br />SEPTEMBER 29, 1999 <br />The Orange County Board of Commissioners met on Wednesday, September 29, 1999 at 7:30 <br />p.m. in the Board Room at the Southern Human Services Center, Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Alice M. Gordon and Commissioners <br />Margaret W. Brown, Moses Carey, Jr., Stephen H. Halkiotis and Barry Jacobs <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Albert Kittrell, and Clerk to the Board Beverly A. Blythe (All other staff <br />members will be identified appropriately below) <br />NOTE: <br />RECORDINGS OF THE MEETING WILL BE KEPT FOR 5 YEARS. <br />Chair Gordon called the meeting to order. She announced that Chapel Hill, Carrboro, <br />and Orange County have all signed the Interlocal Agreement for Solid Waste Management. <br />They will be awaiting Hillsborough's response. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Gordon added to the Consent Agenda, item B, Appointments for the Commission <br />for Women, accepted the additions and corrections to agenda items 8D and 8E as previously <br />distributed, and added as item 8R, Amendment to Cooperative Agreement with the U. S. <br />Department of Housing and Urban Development. <br />2. CITIZEN & AUDIENCE COMMENTS <br />a. Matters on the Printed Agenda <br />Chair Gordon stated that citizens who have indicated a desire to speak on items <br />that appear on the printed agenda would be recognized at the appropriate time. <br />b. Matters not on the Printed Agenda - NONE <br />3. BOARD COMMENTS <br />Commissioner Jacobs asked if the interim report on the homeless shelter would be <br />available soon. <br />Chair Gordon said that the two co-chairs are working on the report and it should be <br />available soon. <br />Commissioner Jacobs asked that the items that are pending be put back on the agenda <br />as soon as possible. He specifically would like information on the signage at the Whitted <br />Building. He asked staff to come back with a recommendation on creating a sister-county <br />relationship with a county in the east that has been devastated by Hurricane Floyd. Several <br />candidates that come to his mind are Johnston County, Pitt County and Edgecombe County. <br />He would like the staff to look into the legal ramifications and see what those counties need
