ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 21, 2011 <br />Action Agenda <br />Item No. 5( <br />SUBJECT: Contract between the Rural Advancement Foundation International -USA and <br />Orange County for Growing New Farmers for the Piedmont Grant for the <br />PLANT Breeze Farm Enterprise Incubator <br />DEPARTMENT: Cooperative Extension PUBLIC HEARING: (Y/N) No <br />Economic Development <br />ATTACHMENT(S): <br />Contract with Grant Proposal <br />INFORMATION CONTACT: <br />Carl Matyac, Cooperative Extension, <br />245-2050 <br />Noah Ranells, Economic Development, <br />245-2330 <br />Gary Shope, Economic Development, <br />245-2325 <br />PURPOSE: To approve a contract and accept a $30,000 grant from the Rural Advancement <br />Foundation International - USA and Orange County fora 2011 Tobacco Communities <br />Reinvestment Fund Grant for the PLANT @ Breeze Farm Enterprise Incubator at the WC <br />Breeze Family Farm Extension & Research Center. <br />BACKGROUND: In Fall 2010, a grant proposal was submitted to the Rural Advancement <br />Foundation International -USA, 2010 Tobacco Communities Reinvestment Fund Grant on <br />behalf of the PLANT @ Breeze Farm Enterprise Incubator at the WC Breeze Family Farm <br />Extension & Research Center. Funds were requested to fund a mentor farmer, develop an <br />irrigation system, and purchase equipment that would be stationed at the Piedmont Food and <br />Agricultural Processing Center. The equipment would be managed by Orange County and <br />available to users of the PLANT @ Breeze Farm Enterprise Incubator program. <br />FINANCIAL IMPACT: This project includes `cost-share contribution' of Orange County <br />personnel resources in Economic Development ($4,000) and Cooperative Extension ($32,000), <br />as well as estimated revenue ($2,240) from the PLANT @ Breeze Farm Enterprise Incubator <br />Workshop Series. Additional funds ($18,500) are provided by the NC Ag Foundation for the <br />irrigation system, outreach, supplies, and materials. Accepting the grant does not involve any <br />new spending by Orange County. <br />RECOMMENDATION(S): The Manager recommends the Board approve the contract <br />accepting the grant and authorize the County Manager to sign the contract documents. <br />
