ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 21, 2011 <br />Action Agenda <br />Item No. S - n <br />_SUBJECT: August 22, 2011 Quarterly Public Hearin Le al Advertisement Process <br />DEPARTMENT: Planning and Inspections <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Craig Benedict, Planning Director, <br />245- 2592 <br />Perdita Holtz, Planning Systems <br />Coordinator, 245-2578 <br />PURPOSE: To approve allowing staff to work with the Chair /Vice-Chair/ Manager over the <br />summer break on the August 22, 2011 joint BOCC/Planning Board Quarterly Public Hearing <br />legal advertisement. <br />BACKGROUND: Under Board of County Commissioners unwritten policy, the BOCC approves <br />the Quarterly Public Hearing legal advertisements prior to publication. Due to the level of <br />specificity required in a legal ad, it is challenging for staff to have work substantially complete in <br />early June for the August Quarterly Public Hearing each year since there are no July or early <br />August BOCC meetings. Work must be substantially completed in early June when other <br />precursor amendments may still be in process in order to meet agenda deadlines for the last <br />June BOCC meeting prior to the summer break. <br />Staff is requesting that the BOCC allow staff to work with the Chair, Vice-Chair, and Manager <br />over the summer to approve the August Quarterly Public Hearing advertisement prior to <br />submission to the newspapers in early August. At this time, the following items are expected for <br />the August 22, 2011 Quarterly Public Hearing. All are government-initiated and none are overly <br />complex: <br />1. Unified Development Ordinance (UDO) Text Amendment to ensure connectivity between <br />parcels, consistent with adopted access management plans, in situations that do not involve <br />subdividing property. Currently, the County may require connectivity between parcels only <br />through the subdivision process. Staff believes it is in the public's best interest to require <br />connectivity between parcels through the site plan approval process in circumstances where <br />the subdivision regulations are not applicable. The amendment will likely be to Article 2 of <br />the UDO but may include other Articles staff determines to be necessary when further <br />processing this amendment. <br />2. UDO Text amendment to uncouple Class II Kennels and Riding Stables as a use and to <br />have separate Standards sections for each use. At this time, staff is suggesting only the <br />uncoupling and the use of existing Standards as they pertain to each use. Staff is not <br />suggesting an overhaul of standards or processes for these uses at this time. The <br />
