2 <br />• Type of Equipment used for collection and processing <br />• End product being produced with organic waste <br />• Cost of providing services (Per collection location, per ton, etc.) include cost of materials <br />if applicable i.e. compostable liners <br />• Financial capacity for handling services, including insurance coverage, and Proposer's <br />ability to protect County from liability associated with operating the food and organic <br />waste collection program <br />• References, including accurate listing of contact information for contacts (as indicated in <br />Section IV, Subsection G #5). <br />After reviewing each firm, Brooks Contractor was deemed as submitting the most responsive <br />proposal. The proposal stated interest and concern for meeting health standards and gave a <br />detailed explanation of spill management. Brooks gave a detailed description of its current <br />collection practices assuring all foods and liquids would be captured in the collection vehicle. <br />The proposal outlined a detailed description of the composting process and the end product <br />produced by the organic waste. The proposal of $80 per ton is the same price of the current <br />agreement and has remained the same for the past three years. The RFP stated that food and <br />organic waste collection at the County's schools was of interest to the Solid Waste Department <br />and the County, and Brooks highlighted its willingness to start this program and how important a <br />program like this would be for the community. <br />Judy D. Brooks Contractor, Inc. (DBA, Brooks Contractor) of Goldston, North Carolina is a <br />provider of food and organic waste collection and composting services. Brooks Contractor has <br />provided food and organic waste collection and composting services to Orange County since <br />2000 and currently service 70 locations in addition to the County's. Brooks provides collection <br />containers, collects food and other acceptable organic waste, and composts it at its facility in <br />Chatham County. <br />For FY 2011-2012, the food and organics waste program are projected to divert as much as <br />2,200 tons of compostable material from disposal in the Orange County Municipal Solid Waste <br />Landfill <br />The table below details the cost per ton for collection and disposal (compost/digestor or other) <br />for each of the four companies that submitted proposals: <br />Com an Cost Per Ton <br />Brooks Contractor $80.00 <br />Goldston, NC <br />Environmental Products & Services $155.00 <br />Glenmont, NY <br />I AM Enterptises $75.00 <br />Fu ua Varina, NC <br />Waste Insustries $67.00 <br />Ralei h, NC <br />
