13 <br />COUNTY Of ORANGE <br />DEPARTMENT OF FINANCIAL SERVICES <br />PO BOX 8181/200 S CAMERON ST <br />HILLSBOROUGH, NORTH CAROLINA 27278 <br />INSTRUCTIONS TO BIDDERS <br />1. All proposals shall be for furnishing apparatus, supplies, materials, equipment and/or work and services in <br />accordance with the applicable plans and specifications prescribed by Orange County. Plans and/or <br />specifications may be obtained at the.Orange County Financial Services Department, 200 S Cameron Street, <br />Hillsborough, North Carolina 27278. <br />2. Orange County reserves the right to award the proposal that is in the best interest of Orange County or to reject <br />any or a!t proposals and to waive minor irregularities. <br />3. The successful bidder shall- comply fully with the requirements of General Statutes, Section 143-129, as <br />amended. <br />4. In the event of default by any contractor or vendor Orange County may procure from ether sources whatever <br />service or item. is being proposed and hold the contractor responsible for any excess cost-occasioned thereby. <br />5. Payment terms are net 30 <br />6. North Carolina sales and use tax shall not be included in the proposal- amount. <br />7. Proposals submitted via facsimile shall not be accepted. <br />8~ Proposals received after opening date and time shall not be considered. <br />9. All proposals-must contain an authorized original signature. <br />10. All bids must be returned in a sealed envelope with the proposal number 367-5175 prominently displayed. <br />11: Any and ail changes or alterations to this RFP shall be made in the form of written addendum. <br />12. Please direc# any questions concerning this RFP to David Cannell, Purchasing Agent, 919-245-2651. Email: <br />DCannell~a Co.Orange.NC.US <br />13. Please be advised that apre-bid conference will be held in the Orange County Solid Waste Administration <br />Building, 1207 Eubanks Roadr Chapel Hill, NC on MAY 6, 2011 at-3:00 pm. Contractors interesting in responding <br />to the attached request for proposals are strongly encouraged to have a represen#ative attend the prebid <br />conference. By submitting a bid the contractor acknowledges he has a complete understanding of the scope of <br />this project. <br />14. The attached RFP is included to describe the services desired. During the pre-bid conference, county staff will <br />further describe the services-desired and wilt entertain. suggestions, comments and questions. All irrterested <br />contractors should be prepared to discuss the RFP during the pre-bid conference. If required; an addendum will- <br />be issued to more accurately define the desired services. <br />15. Orange County supports a living wage of $10.33 per hour. Please indicate on the bid form whether any workers <br />on this job will make less than $10.33 per hour. <br />2 <br />
