ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 21, 2011 <br />Action Agenda <br />Item No.j - j <br />SUBJECT: Approval of Food and Organic Waste Collection and Composting Agreement <br />DEPARTMENT: Solid Waste Management <br />PUBLIC HEARING: (Y/N) No <br />Financial Services <br />ATTACHMENT(S): <br />Agreement with Request for Proposal <br />and Attachments <br />INFORMATION CONTACT: <br />Gayle Wilson, Solid Waste, 968-2885 <br />David Cannell, Financial Services, <br />245-2651 <br />PURPOSE: To approve an agreement that enables the County Solid Waste Management <br />Department to provide collection for separated food waste and organic material to commercial <br />and institutional establishments throughout Orange County. <br />BACKGROUND: Orange County Solid Waste Management has been collecting food waste <br />from selected establishments since the mid-1990s, originally utilizing a local pig farmer. Due to <br />stringent quality controls necessary with regard to contaminants for food waste being fed to <br />animals, the program ended in 1999. In 2000 Orange County entered into a new food waste <br />collection arrangement that has continued until today through a series of renewals. <br />Proposals were received as a result of a request for proposals (RFP) issued in May 2011. A <br />detailed RFP created by Orange County allowed vendors to propose food and organic waste <br />collection for the existing locations and possible collection for both County School Districts. Four <br />vendors submitted proposals - I AM Enterprises, Brooks Contractor, Environmental Products <br />and Services of Vermont, and Waste industries. Each of the four proposals was evaluated by <br />staff based on the following criteria: <br />• Understanding of and familiarity with services sought by County <br />• Project personnel, personnel experience, and use of subcontractors <br />• Proposer's experience and operation record, including and past experience with <br />providing similar services to other jurisdictions <br />• Proposer's technical expertise, knowledge, and understanding of applicable laws, rules, <br />and regulations <br />• Proposer's project approach <br />• Facilities to be used to process /manage collected waste materials <br />
