<br />CLASS TITLE: HEALTH DIRECTOR
<br />HEALTH DEPARTMENT
<br />GENERAL STATEMENT OF JOB
<br />CLASS CODE: 3105
<br />FLSA: EXEMPT
<br />Under limited supervision, performs professional, administrative, and supervisory work in
<br />planning, developing, implementing, and directing programs of .the Health Department. Work
<br />involves serving as a leader among health and human service agencies to assure that the
<br />public's health is protected and that community health needs and problems are identified and met
<br />through concerted efforts of environmental agencies and health and human service providers;
<br />managing the Orange County Health Department by establishing strategic directions, planning,
<br />and evaluating work, organizing and assigning work to divisions, policy development, oversight of
<br />budget and financial matters including contract negotiations, directing human resource
<br />management, including hiring and firing all staff, securing resources for the department's work,
<br />coordinating services with other departments, and directly supervising senior managers; directing
<br />and engaging in strategic community planning related to health matters; advocating and providing
<br />resources for the coordination of community assessment across organizational lines, interpreting
<br />assessment data to agencies, organizations, and policy makers, advocating for programs and
<br />resolving issues with legislators, commissioners, municipal governments, and school boards;
<br />serving as Board member on community boards as mandated by organization charters or as
<br />invited; collaborating with organizations, businesses, and agencies to initiate, coordinate, and
<br />reduce duplication of service delivery; enforcing authority as delegated by United State and North
<br />Carolina public health law, local ordinances, and other North Carolina laws; enforcing
<br />communicable disease laws, including rabies control, food embargo authority, environmental
<br />health regulations and local ordinances, public health emergency response protocols, developing
<br />new regulations, ordinances, or Board of Health rules as needed; and serving as public guardian;
<br />managing the work of the Board of Health including policy development, strategic development,
<br />rule development, recruitment, orientation, and training of Board members, advocacy, and
<br />agenda planning and support; communicating with the public, health providers, and specific
<br />constituencies on health issues, policies, service delivery, and emergency responses. Reports to
<br />the Board of Health.
<br />SPECIFIC DUTIES AND RESPONSIBILITIES
<br />ESSENTIAL JOB FUNCTIONS
<br />Supervises assigned department employees which involves such duties as instructing, assigning
<br />and reviewing work, maintaining standards, acting on employee problems, selecting new
<br />employees, appraising employee performance, recommending promotions, discipline, termination
<br />and salary increases.
<br />Manages and directs the work of the Health Department.
<br />Establishes strategic direction for department with associated goals and objectives for each major
