oRD-dolt-oao 3 <br />AN ORDINANCE TO ASSIGN AND REGULATE <br />ROAD NAMES, HOUSE AND BUILDING NUMBERS IN ORANGE COUNTY <br />ARTICLE I. IN GENERAL <br />A. Title. The name of this ordinance is "An Ordinance to Assign and Regulate Road <br />Names, House and Building Numbers in Orange County" and may be cited as the "Road <br />Naming and Addressing Ordinance" (hereinafter referred to as the "Ordinance"). <br />B. Authority. This Ordinance is hereby adopted under the authority and provisions of <br />General Statutes of North Carolina Chapter 153A-23R and 1>3~~-239.1(a) and 147-54.7, <br />and the police powers of the county to protect the hrilth_ safety and welfare of its <br />citizens. <br />C. Jurisdictional Coverage. All public and private roads in the unincorporated portions of <br />the county are included within the jurisdiction of this ordinance, unless the muunicipalities <br />within the County elect to be covered by the Ordinance. Every addressable structure <br />within the County's planning jurisdiction shall be included within the jurisdiction of this <br />ordinance. The municipalities w`itl~in the County may maintain any current or future road <br />names in unincorporated areas included within their extraterritorial jurisdiction as they <br />are approved and filed into public reccirds. <br />D. Purpose and Intent. The purpose and intent of this ~~rticle is to hereby establish a uniform <br />system of addressing and numbering ali lwuses and buildings within the jurisdiction of <br />the county, and to establish a process for changing existing addresses, streets and road <br />names so that street, road, and highway names are not duplicated in the county. The <br />ordinance provides a method to correct inaccurate addresses, ensure that road name <br />identification signs are placed at all road intersections, establish a procedure for <br />revie«-in~~ road names and provide an enforcement mechanism to ensure compliance with <br />the uniform systet--~ of addressing and numbering.. This ordinance is necessary to <br />facilitate the provision of adequate public safety and emergency services and to minimize <br />the difficulty in locating properties and buildings for postal delivery, public service <br />agencies, and the general. public. <br />E. Delegatiun of Auth~~rit . The Orange County Board of County Commissioners hereby <br />delegates tht overall. authority and responsibility for the addressing and naming of public <br />and private roads. as directed by the provisions of this Ordinance, to the County Manager <br />or his/her designee as the Address Administrator. This includes any authorized staff <br />representative acting on behalf of the County Manager or his/her designee. <br />F. Definitions.
