A motion was made by Commissioner Jacobs, seconded by Commissioner Carey to <br />approve the minutes from the April 20, 1999 regular meeting. <br />VOTE: UNANIMOUS. <br />b. Budget Amendment #1 <br />Commissioner Jacobs first questioned the status of value engineering and was told that a <br />decision had been made not to hire a consultant. Commissioner Jacobs asked that staff keep track of <br />the status of this item. Manager Link stated that the two (2) primary Commissioners involved will be <br />asked to evaluate the scope of work and to establish methods to proceed. Commissioner Halkiotis <br />stated that regardless of the result, he was interested in the heating and cooling issues, such as in the <br />Judge F. Gordon Battle Courtroom, and that value engineering was one piece of this issue. <br />Commissioner Halkiotis further stated his belief that a county employee would be the best option, such <br />as a construction oversite manager. Commissioner Halkiotis also stated that perhaps area retired <br />persons could be approached who have the expertise and would be pleased to perform the work at a <br />reasonable cost. <br />The board addressed the budget ordinance amendments and capital project ordinances <br />for Orange County and the Chapel Hill-Carrboro City Schools, which are incorporated herein by <br />reference. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to <br />adopt the budget ordinance amendments and capital project ordinances for Orange County and the <br />Chapel Hill-Carrboro City schools. <br />VOTE: UNANIMOUS. <br />C. Voluntary Agricultural District Designation - Hurley T. Tate Property <br />The Board considered an application to certify the Hurley T. Tate Property as qualifying <br />farmland and designation as a voluntary agricultural district. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />approve the designation and to authorize Chair Gordon to sign the application by the Hurley T. Tate <br />Property. <br />VOTE: UNANIMOUS. <br />f. Minute Preparer Contracts <br />The Board considered two (2) contracts with minute preparers for the Board of County <br />Commissioners and Planning Board meetings, at a rate of $65.00 per hour of transcribed tape. <br />A motion was made by Commissioner Carey, seconded by Halkiotis to approve and <br />authorize the Chair to sign contracts with the two (2) minute preparers at the stated rate. <br />VOTE: UNANIMOUS. <br />9. ITEMS FOR DECISION - REGULAR AGENDA <br />a. Appointments <br />The Board considered appointments to the Census Complete Count Committee and the <br />Historic Preservation Committee. It was decided to have at-large representatives from the southern <br />Orange County minority community to help address Hispanic and other minority representation. <br />Commissioner Brown expressed literacy concerns in obtaining the information. Manager Link stated that <br />staff had been assigned to address and resolve this issue. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />approve the appointments as presented in the agenda abstract to the Census Complete Count <br />Committee. <br />VOTE: UNANIMOUS.
