This 391-acre park is owned by both counties and <br />is a joint partnership. It won the two counties the "Local Government Preservationists of the <br />Year" award from the Conservation Trust for NC in 2000 when the parkland was acquired. Both <br />parkland acquisition and facility development (2004) was accomplished via several grants <br />awarded to the two counties. The park opened in December 2004. <br />The Interlocal Agreement was renewed in June 2008 by the two counties and is slated to expire <br />on June 30, 2011. Provisions do exist for the agreement to remain in effect for up to 12 months <br />after the termination date, barring action by the parties to terminate. <br />The attached Interlocal Agreement would renew the existing arrangement for an additional <br />three years through June 30, 2014. A few minor changes, shown in bold, have been made to <br />revise dates and names and include the full name of the facility. <br />The attached agreement was reviewed by staffs and attorneys from both jurisdictions. The <br />Durham County Board of Commissioners is slated to consider the agreement renewal on June <br />6. <br />FINANCIAL IMPACT: The agreement renewal keeps in place the 50-50 cost-share <br />arrangement for funding costs associated with park management and operations. This cost- <br />share has been used since the original agreement in 2003. Durham County is billed for 50% of <br />expenditures twice per year. The total proposed park budget for FY 2011-12 is $152,268 <br />($76,134 is Orange County's share). While not addressed of the Interlocal Agreement, it should <br />
