reimbursement. <br />A motion was made by Commissioner Carey, seconded by Commissioner Jacobs to change "public uses" to <br />"public purposes", put a period after that, and eliminate the rest of the sentence down to "disposition". <br />Commissioner Brown said she is also concerned about the protection of the Greene Tract. She is <br />concerned that necessities may come up and things would get dumped on the Greene Tract for a larger public purpose. <br />She thinks the general feeling is that some of the Greene Tract should be kept as a park, with small sections used for <br />small public purposes. <br />VOTE: AYES, 4; NO, 1 (Chair Gordon) <br />Chair Gordon asked if there was any more discussion on the inter-local agreement. <br />Commissioner Jacobs asked about the advisory board meeting. The agreement says, "meeting for the first <br />time not later than September 16, 1999." <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Brown to change the date for <br />the meeting of the advisory board to November 1, 1999. <br />VOTE: UNANIMOUS <br />Commissioner Jacobs made reference to the minutes from February 18t". On page 3, item #5, line 27, it <br />says, "The Board agreed that there shall not be more than one elected official on this advisory commission from each <br />jurisdiction with a ninth position for a university official." He pointed out that this sentence is no longer in the inter-local <br />agreement. <br />Chair Gordon does not remember this decision being made, and if it was, it was not tracked. <br />Commissioner Carey suggested that the Board proceed with the version that was adopted and handle this <br />refinement at a later time. <br />Commissioner Jacobs suggested bringing the decision in the February 18th meeting to the attention of the <br />other governmental boards. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis for the Chair to mention <br />to the other jurisdictions that there may be a list of refinements that the Commissioners will develop; specifically, that <br />only one elected official from each jurisdiction shall be on the advisory board. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to ratify the interlocal <br />agreement with all the changes that were made. <br />VOTE: UNANIMOUS <br />The Board considered adopting a policy on open burning of construction debris for County-funded projects. <br />John Link pointed out that Superintendent Randy Bridges was there, and wanted to recognize him. He said <br />the first item for the Board's consideration is a letter to the Orange County School System, siting concerns about open <br />burning, and requesting that another alternative be pursued by the Board of Education as they are addressing the site <br />preparation for the new elementary school. The second item has to do with the Board's considering a policy that would <br />govern how the County approves funding for other agencies who receive County funding, depending on whether or not <br />they pursue other alternatives to open burning. <br />Commissioner Jacobs asked that the staff investigate what options there might be in terms of rental <br />acquisition or achieving other availability of tub grinders that would be sufficient to address this chipping. He said that <br />selling mulch could offset some of the cost. <br />Commissioner Brown said she would support sending the letter to the school system. She asked John Link <br />if he knew of any immediate action that the Commissioners could take to get the school board a tub grinder. <br />John Link said the issue was time, not cost. <br />Mr. Bridges said he had no knowledge that the Commissioners were concerned about this, or he would <br />have made a recommendation to the Board of Education. The goal is to have the school open by August 2000. The <br />debris is ready to be burned now. The cost for chipping the debris would be $69,000, and the cost for hauling the items <br />that could not be chipped would be $92,000. The issue is not money it is time. He explained that if the school is not <br />opened by August 2000 it affects the entire system. <br />Chair Gordon said the concern was that the area is under "Orange" and "Red" ozone alert days. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to send a letter to the <br />Orange County School System expressing the concern of the Board about open burning. This letter will also indicate <br />that there will be a policy forthcoming that will be very clear about the expectations of the County Commissioners on
