b. Water and Sewer Management Planning and Boundary Agreement <br />The Board was to receive the final report on the Water and Sewer Boundary Task <br />Force's water and sewer service management planning and boundary agreement, but it was <br />postponed to a future meeting. <br />C. Census 2000 - Complete Count Committee <br />The Board considered approving the creation of the Complete Count Committee, and <br />member nominations from county agencies, religious organizations, departments and <br />municipalities. <br />Craig Benedict said that the County Clerk could send out some notices to the various <br />agencies that were involved in the 1990 census to see if they are interested in serving again. In <br />August, the agencies that agreed to be involved would be provided to the Board of County <br />Commissioners so that a board could be formed at that time. He reiterated how valuable the <br />census would be in the year 2000 because of the population-based revenue sharing. He said <br />that there has been tremendous growth in Orange County in the last ten years. The staff is <br />asking the Board to approve sending out letters to create interest in various community <br />organizations. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey <br />to approve the Manager's recommendation of authorizing the Clerk's office to recruit <br />participants for the Census 2000 Complete Count Committee from the various community <br />organizations as outlined in the agenda abstract. <br />VOTE: UNANIMOUS <br />d. Joint Master Recreation and Parks Report <br />The Board was to hear the report of the Joint Master Recreation and Parks Work <br />Group, but it was postponed to a future meeting. <br />11. APPOINTMENTS <br />The Board considered appointments to the Alcoholic Beverage Control Board; Chapel Hill <br />Planning Board; Commission for the Environment; Economic Development Commission; <br />Hyconeechee Regional Library Board; Orange County-Hillsborough Eno Park Workgroup; <br />Orange County Planning Board; and, Orange County Water and Sewer Authority. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Carey to <br />reappoint Patricia Love to the Chapel Hill Planning Board for a term ending 613012002. <br />VOTE: AYES, 4; NO, 1 (Commissioner Brown) <br />A motion was made by Chair Gordon, seconded by Commissioner Carey to appoint Julie <br />Tucker to the Commission for the Environment for a term ending 1213112000. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />reappoint Barbara Dewey to the Hyconeechee Regional Library Board for a term ending <br />3/31/2002 and to move Commissioner Jacobs to a liaison position. <br />VOTE: UNANIMOUS <br />15
