8 <br />B. Background <br />In December 2005, the Board of County Commissioners adopted three <br />conservation policies designed to conserve and reduce the County's use of <br />energy (electricity, natural gas, fuel oil and propane gas) and water used in <br />County buildings, and fuel used in County vehicles and equipment. The "Energy <br />Conservation Policy," the "Water Conservation Policy for County Facilities," and <br />the "Fuel Conservation Policy,° went into effect January 1, 2006. <br />These policies identified a key role for the County's Public Works Department. In <br />2009, the Purchasing and Central Services Department, which had primary <br />responsibility for capital projects, was combined with the Public Works <br />Department, which had primary responsibility for facility and vehicle <br />maintenance. Combining these departments meant that "cradle to grave" <br />responsibility for facilities and vehicles was, for the first time, contained within a <br />single department. Apart of the new "Asset Management Services (AMS) <br />Department" has included reconstitution of the Energy Conservation Team <br />("ECT"), originally established and introduced as part of the 2006 Energy, Fuel <br />and Water conservation policies. The purpose of the ECT is to provide <br />leadership, management, and technical expertise in meeting the County's <br />objective to conserve and reduce the use of energy, water and fuel. <br />ECT Objectives <br />ECT objectives include: <br />1) Updating and implementing Orange County's energy, fuel, and <br />water use policies; <br />2) Putting into practice the elements of Orange County's energy, <br />water and fuel conservation policies and to ensure alignment with <br />Orange County's overall interests; <br />3) Recording, analyzing, and reporting energy usage information to <br />County stakeholders on a periodic basis and against reasonable <br />performance goals; <br />4) Educating County stakeholders in energy, water and fuel <br />conservation practices; <br />5) Recommending and utilizing energy and water efficient building <br />systems, maintenance procedures, and equipment to achieve <br />optimal and consistent energy savings. <br />4 <br />
