6 <br />A. Executive Summary <br />Regardless of the underlying reasons, worldwide energy, water and fuel <br />resources are becoming increasingly limited while the demand for these <br />resources is rising. Simultaneously, global economic growth, (driven especially <br />by emerging developing countries) and carbon emissions are negatively affecting <br />much of the world's climate and ecosystems. The confluence of these realities <br />means higher resource costs in the future, the need for investment in cleaner <br />energy technologies, and, most importantly, the need for conservation and <br />energy efficiency. <br />Orange County will continue to be a leader in this conservation and efficiency <br />effort across its necessary use of energy, water and fuels. Actions taken will be <br />reasonable, smart, and consistently achievable. <br />A re-established Orange County Energy Conservation Team ("ECT") intends to <br />actively manage Orange County's energy, water and fuel conservation policies <br />and to ensure their alignment with Orange County's interests in conservation, <br />minimization of environmental impact and fiscal responsibility. The energy <br />conservation team strives to: <br />i. Provide recommendations to update and manage the County's existing <br />energy, water and fuel conservation policies and to ensure their <br />alignment with Orange County's interests; <br />2. Record, analyze, and report energy, water and fuel use information to <br />County stakeholders (Board, County staff, court-system staff, County <br />taxpayers) on an annual basis; <br />3. Educate County stakeholders about energy, water and fuel use and <br />conservation practices; <br />4. Recommend and use energy and water efficient/conserving building <br />systems, maintenance procedures, and equipment to achieve optimal <br />and consistent reductions in use of energy and water at County <br />facilities; <br />s. Recommend and use fuel efficient/conserving vehicles, maintenance <br />procedures, and equipment to achieve optimal and consistent <br />reductions in use of fuel for County vehicles and equipment. <br />6. Manage these collective systems to achieve conservation goals of: <br />a. 20% cumulative energy reduction from the FY 10 baseline, as <br />measured in millions of BTUs per 1,000 sq. Ft. of occupied <br />space by FY 15; and an additional 10% cumulative energy <br />reduction by FY 17; <br />b. 5% cumulative water savings as measured by gallons used per <br />square foot of occupied space against the FY 10 baseline by FY <br />17; <br />
