4) A continuing education program to ensure awareness by County employees of the <br />impact that individual employees can have on the success of the County's conservation <br />efforts; <br />5) Properly tuning and monitoring County facilities to maximize utility efficiency; <br />6) Performing on-going maintenance of facilities' systems and equipment to ensure <br />operation at maximum efficiency; and <br />7) Development of a "score card" for conservation practices in use, as well as an annual <br />work plan to the BOCC for recommended improvements. <br />The attached "Orange County Utility and Fuel Use and Conservation Initiatives" report provides <br />the background, methodology, and an initial score card for Orange County's conservation <br />programs. This scorecard will be updated and presented as part of the annual budget process <br />to the BOCC and will serve as a tool for reporting progress in meeting the recommended goal of <br />30 percent reduction in energy by 2017 (corresponding goals for water and fuel reduction are <br />also included). <br />Asset Management staff will return to the BOCC in the Fall of 2011 to recommend updates to <br />the County's energy, water, and fuel use policies that were adopted in December 2005, to <br />report on the performance of County facilities and systems that were designed in keeping with <br />the Triangle J High Performance Guidelines, and to report on how facilities and fleet <br />conservation policies and practices integrate with the environmental responsibility goals <br />developed by the County's Environmental Stewardship Action Committee. <br />FINANCIAL IMPACT: There are no financial impacts directly associated with this report. <br />Reduced use of energy, water and fuel will result in avoided costs for utilities and fuels. Costs <br />and associated savings for larger conservation measures (such as the downtown community <br />geo-thermal project) will be brought to Board as part of the annual budget process. The Energy <br />Conservation Team will present conservation scorecard results to the Board of County <br />Commissioners on a yearly basis as part of the annual budget process. <br />RECOMMENDATION(S): The Manager recommends that Board receive the "Orange County <br />Utility and Fuel Use and Conservation Initiatives" report and provide feedback to staff. <br />
