ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 7, 2011 <br />Action Agenda <br />Item No. Q - a <br />SUBJECT: Orange County Utility and Fuel Conservation Initiatives & Performance <br />DEPARTMENT: Asset Management Services PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />A- Orange County Utility and Fuel Use <br />and Conservation Initiatives Report <br />B- Presentation <br />INFORMATION CONTACT: <br />Jeff Thompson, (919) 245-2658 <br />Wayne Fenton, (919) 245-2628 <br />Alan Dorman, (919) 245-2627 <br />Pam Jones, (919) 245-2652 <br />PURPOSE: To receive a report regarding 1) the purpose of the Energy Conservation Team; 2) <br />the County's historical use of energy, water and fuel use; and 3) the work plan for conservation <br />and efficiency. <br />BACKGROUND: Regardless of the underlying reasons, worldwide energy, water and fuel <br />resources are becoming increasingly limited while the demand for these resources is rising. <br />This is leading to higher costs, the need for investment in new, more efficient, and cleaner <br />technologies, and, most importantly, the need for conservation and efficiency. <br />Orange County has always been a leader in conservation and efficiency. Initiatives have <br />included: <br />• Energy, Water and Fuel Conservation policies adopted by the BOCC in late 2005 <br />(included as attachment to report) <br />• Use of the "Triangle J High Performance Guidelines" for the design and construction of <br />new and renovated facilities <br />• Establishment of Environmental Stewardship Action Committee <br />• Use of alternatively fueled and fuel efficient vehicles <br />Over the past several months, Asset Management Services staff has refocused attention on <br />monitoring and management practices for energy, water and fuel, including: <br />1) Analysis and verification of energy, water and fuel use data; <br />2) Identification of best practices for resource conservation and efficiency; <br />3) Recommendations for investments in conservation technologies and systems for new <br />construction, renovations, and on-going maintenance; <br />
