A motion was made by Commissioner Jacobs, seconded by Commissioner <br />Halkiotis to put $50,000 in a reserve for citizen access for Information Technology until the plan <br />is approved by the IT Committee and the Board of County Commissioners. <br />VOTE: UNANIMOUS <br />First Baptist Church Impact Fee Reimbursement <br />Commissioner Jacobs brought up the reimbursement of impact fees for the First <br />Baptist Church Housing Project, and said that he would like to cut this by $60,000. He said that <br />next year another $60,000 could be appropriated. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner <br />Halkiotis to reduce the appropriation for the First Baptist Church Impact Fee Reimbursement <br />Fund by $60,000 for this year. <br />VOTE: UNANIMOUS <br />i. Tax Rate <br />Commissioner Jacobs said that if approximately $275,000 is cut from the <br />undesignated fund balance and put into operations, there would be a decrease in the amount of <br />money needed by $681,000. This is the exact equivalent of one cent on the tax rate, which <br />leaves a 1.7-cent tax increase. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner <br />Halkiotis to reduce the tax rate by one cent and take $275,000 from the undesignated fund <br />balance and put it into operations. This will increase the tax rate by 1.7 cents. <br />VOTE: UNANIMOUS <br />L Resolution of Intent to Adopt 1999-2000 Budget <br />A motion was made by Commissioner Jacobs, seconded by Commissioner <br />Halkiotis to adopt the resolution of intent to adopt the budget on June 21, 1999 as stated below: <br />Resolution of Intent to Adopt the 1999-00 Orange County Budget <br />June 15, 1999 <br />WHEREAS, the Orange County Board of Commissioners has considered the Orange County <br />1999-00 Manager's Recommended Budget; and <br />WHEREAS, the Commissioners have agreed on certain modifications to the Manager's <br />Recommended Budget; <br />NOW THEREFORE BE IT RESOLVED, that the Orange County Board of Commissioners <br />expresses its intent to adopt the 1999-2000 Orange County Budget Ordinance on Monday, June <br />21, 1999, based on the following stipulations: <br />1) The following new positions are approved: <br />• OPT Receptionist (Orange Public Transportation) 1.00 FTE <br />• Healthy Carolinians Coordinator (Health Department) 1.00 FTE <br />• Healthy Carolinians Project Manager (Health Department) 1.00 FTE <br />• Civil Rights Specialist (Human Rights and Relations) 1.00 FTE <br />• EMT Paramedic (Emergency Medical Services) 3.00 FTE <br />• Custodian (Public Works) 1.00 FTE
