Neel-Schaffer will provide detailed <br />Daily Operations Reports to the Project Manager for Orange County. Typically regular client <br />meetings will be held daily or multiple times per week as desired by Orange County. Our <br />periodic meetings offer another opportunity to meet with the County staff on operational <br />matters. <br />Fuld St~nS Plans <br />Neel-Schaffer will coordinate work schedules with contractors 24 hours in advance and <br />provide work schedules to Orange County. Accurate scheduling is critical to ensure adequate <br />monitoring is provided to document debris removal without unneeded cost of excess monitors. <br />Realistic schedules are also necessary to allow Orange County to track and oversee the project <br />effectively. Monitors and contractors will be expected to follow these schedules to ensure <br />efficient, effective project performance, management, documentation and reimbursement. <br />Even# Clase~e . <br />Neel-Schaffer will complete project closeout: within 30 days following completion of debris <br />removal operations. <br />Funding Sur# <br />Neel-Schaffer has a strong track record of full reimbursement on projects monitored by our <br />staff. We will assist Orange County in developing a cash #tow strategy to maximize early <br />reimbursement of project costs. <br />Development of Project Worksheets (PW): Neel-Schaffer will establish a relationship <br />with the Public Assistance Coordinator (PAC) and staff responsible for writing the PWs for the <br />project. Our staff will provide estimated debris quantities and cost estimates to assist the PAC <br />in developing the PWs and any versions required. We will provide assistance to FEMA PA <br />personnel as well as FHWA staff to develop total debris quantities at the outset of the project. <br />Although not expected, Neel-Schaffer will assist Orange County throughout any needed appeal <br />process based on our in depth knowledge of FEMA and FHWA reimbursement policies. We <br />will assist the County in identifying additional funding sources as necessary, such as project <br />expansion, additional debris categories, mitigation opportunities, additional declarations, etc. <br />Neel-Schaffer will provide assistance to the County in identifying eligible damage to public <br />facilities under other FEMA Category assignments. <br />Federal Routes: Neel-Schaffer will keep accurate records on all functionally classified <br />"federal°° roadways as well as"~irst pass efforts in order to maximize eligible funding to the <br />County. The~rst pass debris removal from these routes is generally reimbursed through the <br />FHWA ER program rather than FEMA. Neel-Schaffer recognizes how important the quick <br />removal of debris from County streets and roads is to the community, and we also understand <br />how critical the federal reimbursement program is to the County. Neel-Schaffer will process <br />and reconcile the debris-related invoices accurately and efficiently and keep precise and <br />detailed records of monitoring information including reports, Toad tickets, equipment and <br />vehicles, and all data pertinent to the full reimbursement of all eligible costs. <br />I~~ l~EEI-SCRAPPER <br />
