79 <br />on complex projects. Managing ROW vegetative and C&D debris is relatively simple. Tracking <br />numerous communications, types of debris, and inspections for each individual right of entry <br />(ROE) property requires a well designed data base system, and should not be developed °on <br />the i8y' in the event of a catastrophic disaster involving potentially hundreds of thousands of <br />ROEs. We can also utilize electronic ticketing if requested. <br />The process of daily ticket entry by individuals knowledgeable of both this project and debris <br />removal in general, provides a valuable check on reasonableness of load tickets and activities. <br />For example, if significant C8~D debris is observed from addresses in a light damage area, the <br />clerk will ask a supervisor to verify. We have caught many potential problems quickly on past <br />projects, when an observant data entry clerk recognized something that°just didr~t seem quite <br />right." <br />Many cross-checks are also built into our proprietary data system, which shows caution flags <br />when unexpected parameters are detected. Examples of data base "flags could be short turn- <br />around of a hauling unit, discrepancy on capacity, or high loads per day. The Neel-Schaffer <br />data management system can be organized and sorted by many different factors to generate <br />very informative reports. We will work with Orange County to develop an automatic daily report <br />format to meet your information needs. We can also generate custom reports from the data <br />base to provide Orange County with a wide range of project information. This reporting will <br />be valuable in determining the need for additional passes, new programs, mod~ecations to the <br />scope of the project, etc. <br />GPS coordinates are recorded and digital photographs are taken to document critical activities <br />including all unit price tree removals, to meet FEMA and FHWA requirements. Sample <br />photographs are taken on all aspects of the project. We are prepared to shoot, file and store <br />additional photographs and GPS coordinates, as requested by the County. <br />paiiv Oaerationai Renorfs: Neel-Schaffer will provide detailed daily status reports to Orange <br />County for use and information. These reports will be developed for automated generation <br />by our comprehensive data management system. Relevant project statistics and cumulative <br />statistics will be shown in a straight forward graphical manner for officials to provide information <br />to the media or to their constituents. These reports will be customized to fit the specfic needs <br />of Orange County. These reports will also include information such as vehicles operating, total <br />loads hauled and cubic yards hauled. The data will be broken down and reported in categories <br />by zone, contractor, debris type, average truck size and citizen drop-off sites. <br />Payment Monitoring and Reconciliation Process <br />We recoresvle quantities the contractor on a regular basis to ensure load tide quantities <br />ma#ch as the project pies.
