~s <br />!Site ll~onitoaring <br />Neel chaffer will provide monitors at all Debris Management Sites (DMS) in compliance with <br />FEMA and FHWA requirements. Prior to unloading at the disposal site, the tower monitor will <br />verify the truck, capacity and other information on the truck and load ticket and rate the load to <br />determine the actual volume of debris hauled. We will take photographs of loads as requested <br />by the County and will make the contractor aware of safety issues observed at the site. The <br />monitor will verify that the truck is empty as it leaves the site. Additionally, the Monitors will <br />record the name of the disposal site, arrival time of the truck, and then print and sign his/ <br />her name. This information will be recorded on the load ticket and the daily site fog. We will <br />implement a similar load ticketing process for haul-out and final disposal of reduced debris. <br />Debris Vehicle Cer#ifica#ion <br />Certi{ication, documentation, and validation of truck measurements is required by FEMA. Our <br />staff will provide the measurements of the truck and trailer beds and review the compliance <br />with requirements such as limitations of extensions above metal rails. The truck measurements <br />will be recorded and entered into a spreadsheet for validation. Whenever load tickets and <br />truck numbers are entered throughout the project, the database will verify that the truck bed <br />capacity matches the truck number and recorded volume. For additional documentation, <br />each measured truck will be photographed. Summary books of all certified vehicles will <br />be maintained at each DMS and final disposal sites to verify vehicles and equipment and <br />for quality control purposes. Potential attributes of vehides subject to modification will be <br />docx~mented and periodic/random or suspicious spot checks and re-certifications will be utilized <br />to discourage vehicle alterations. <br />Public lnforrnation Assistance <br />Neel-Schaffer will assist Orange County in developing and implementing public communication <br />tools. We will develop and implement programs to communicate disaster and debris <br />removal information to the public. To coordinate these efforts, we will provide experienced <br />local employees with excellent communication skills, as well as thorough knowledge of <br />the community and debris removal operations. As requested by Orange County, our <br />communications assistance may include development of press releases, public notices, public <br />service announcements, project status updates, and other public communication tools. <br />As requested by Orange County, Neel-Schaffer will establish and staff a °debris hotline° andlor <br />website to respond to public complaints and concerns. We will provide a local phone number <br />and trained staff to manage phone calls and website activity regarding all aspects of disaster <br />debris, including debris removal schedules, eligibility for pickup, processes, recording public <br />needs/concerns, complaints and properly damage claims. All complaints and damage reports <br />will be documented and investigated, with resolution reported to Orange County. Neel-Schaffer <br />has broad experience in public communications and call center management following major <br />hurricanes and other disasters. All public information support activities will be managed and <br />executed to maximize federal and state reimbursement. <br />Database Reporting <br />Data Administration - AN load tickets and debris site data will be entered into the Neel- <br />Schaffer data management system daily.
