__ _ <br />75 <br />P# ~anag# ra~oR <br />Nelson Lucius, P.E., who will serve as the Project Manager - Oitrcer-in-Charge of this project, <br />has served as Neel-Schaffer's team leader for many natural disaster projects following <br />hurricanes including Hurricane Ike and Hurricane Katrina. Derrick Tucker, P.E. was Project <br />Manager for all of our Hurricane Ike debris monitoring projects and will serve in that role for <br />Orange County. Brian Fulton, P.E. has served as Project Manager or QA/QC Manager for <br />the majority of Neel-Schaffer"s debris monitoring projects including our Hunricane Katrina and <br />Hurricane Ike projects. Robert Latham was Executive Director for the Mississippi Emergency <br />Management Agency (MEMA) during Hurricane Katrina and will provide over 30 years of <br />training and emergency management experience to Orange County . <br />Neel-Schaffer is committed to providing the highest level of services to ensure the satisfaction <br />of Orange County. We have the qualr~'ications and experience to successfully monitor debris <br />removal from Orange County. Neel-Schaffer will provide collection monitors to observe <br />and ticket all debris loading operations, as well as tower monitors to observe and document <br />all debris site activities. We will enter all load ticket and debris site data into an electronic <br />_ database daily. This database will include multiple backups and will track all project data. <br />The Neel-Schaffer data system has numerous automatic cross checks tolllag any suspicious <br />data such as unusual cycle times, capacities, loading locations or types of debris. Early <br />detection of problems by experienced data personnel is a key to avoiding larger problems later <br />in the project. The data system will generate reports for the County and will support invoice <br />reconciliation and validation of debris hauler invoices. <br />We can also utilize our proprietary electronic ticketing/data management system if requested by <br />Orange County. We will provide project management and supervision of all activities. Neel- <br />Schaffer monitors will prepare Incident Reports to document any contractor damage to public or <br />private property. <br />Neel-Schaffer may also provide planning, training, permitting and damage assessment services <br />as requested by the County. We have.extensive experience in all of these areas, both pre- <br />. disaster and post-disaster. <br />Debris Management Action Plan -Neel-Schaffer will provide comprehensive debris <br />management services including planning/training activities prior to hurricane season. We will <br />work closely with Orange County to develop an event specific Debris Management Action <br />Plan. We will provide communication systems to ensure continuity of communications with <br />the County during and following a disaster. We will mobilize two to five key personnel in <br />advance of predictable disasters, such as hurricanes, to assist in preparation and to be ready <br />for immediate post disaster response. Following a major disaster, we will establish a local <br />command center to provide for project management communications, computer equipment, <br />data management, meetings, etc. <br />Cost Tracking -Neel-Schaffer has developed a comprehensive data management system, <br />which can be used for detailed tracking of project costs. Costs will be tracked by zones, by <br />contractor, and other relevant categories as requested by Orange County. This system will be <br />used to develop periodic reports to the County, to reconcile contractor invoices and to develop <br />documentation to support FEMA, FHWA and state reimbursement. <br />INEEi-9C1iAFFER <br />,~e....~......_ <br />
