72 <br />Technical Approach <br />Methodology for Mobilization <br />Neel chaffer will mobilize a monitoring team in advance of a hurricane or other predicted <br />disaster. We will mobilize to the disaster site within twelve (12) hours after notification from <br />Orange County following unpredicted disasters. We are able to deploy to Orange County <br />quickly with trained, experienced managers and personnel. We intend to hire and train <br />the majority of our debris monitors locally within the County to support the local economy. <br />Neel-Schaffer will meet the needs of Orange County with a combination of local monitors, <br />experienced employees from our permanent offices, and hurricane debris management <br />experts from across the south. We will implement our comprehensive debris management <br />training program to ensure all monitors are thoroughly trained and supervised. Neel-Schaffer is <br />committed to provide the most qualified personnel and to deliver the highest level of service to <br />Orange County. <br />We will work closely with Orange County to develop community specific disaster response <br />plans including communication systems to ensure continuity of communications with the <br />County during and following a disaster. We will mobilize two to five key personnel in advance <br />of predictable disasters, such as hurricanes, to assist in preparation and to be ready for <br />immediate post disaster response. We will establish a local command center to provide for <br />communications, computer equipment, data management, meetings, etc. <br />Following a disaster, lodging and supplies are limited or totally unavailable. As we have done <br />in the past, Neel-Schaffer is prepared to provide supplies and equipment for key personnel <br />including food, water, and lodging, as well as communications, transportation, computer, and <br />generator equipment. During- all phases of mobilization and operations, we will provide for <br />adequate personnel supplies and equipment including radios; vehicles, cell phones, GPS units, <br />digital cameras and safety equipment. <br />Staff Mobilization -Our monitoring staff is an extension of your staff, reacting and <br />responding to requests from Orange County. Our monitors are typically locally hired employees <br />that are often displaced or out of work as a result of the declared disaster and are trained and <br />supervised by our experienced permanent staff. <br />With offices across the south, Neel-Schaffer understands the importance of this contract <br />in restoring the quality of life for those impacted by the disaster. Our experience in debris <br />recovery to date has shown that securing qualified personnel, providing timely responses, and <br />maintaining proper documentation are the keys to the reconstruction from the devastation left <br />by disasters. <br />Due to the fact we employ former public employees such as Public Works Directors, Fire <br />Chiefs, and retired military personnel, we understand the stress a disaster has on the County's <br />staff. Thus, we are able to assist in the staffing and operations of all aspects a disaster may <br />cause. We can provide damage assessments for damaged buildings, roadways, utilities, and <br />other County-owned facilities. If the demand for temporary assistance goes beyond what we <br />have immediately available, our Human Resource Department will support the effort and assist <br />our local management staff in recruiting, screening, hiring, and training the additional monitors <br />required throughout the fife of this contract. <br />~~~ NEEI-SCRAPPER <br />~ so~ocros you ~... emia oven <br />
