60 <br />duties induded providing weekly status reports to the client, managing monitoring staff, <br />reviewing and approving contractor invoices, and assisting with final project dose-out <br />documentation. <br />Mr. Fulton has also served as Quality Assurance Manager on over a dozen debris <br />removal projects. His duties induded providing support throughout the project, assisting <br />in project implementation, monitor training, certifying truck measurements, reviewing and <br />approving contractor invoices, and assisting with final project close-out documentation. <br />Since joining the Biloxi office of Neel-Schaffer in 1999, Mr. Fulton has been involved <br />in the design and construction phase services for water, wastewater, transportation <br />projects, and recovery and rebuilding projects along the Gulf Coast. <br />David Bowman, PE, FEMA Reimbursement Specialist- Mr. Bowman joined Neel- <br />Schaffer in 1991 and is a Vice President. Prior to joining the firm, he worked as an <br />Engineer for the City of Jackson, MS. In this position, he handled all engineering matters <br />concerning new developments, and Street Improvement Projects. Mr. Bowman has <br />debris removal management and monitoring exerience including the Jackson Co. MS <br />debris removal project following Hurricane Katrina. He has also successfully worked to <br />secure full FEMA reimbursement for numerous communities following disasters. <br />Since joining Neel-Schaffer, Mr. Bowman has served as Project Engineer involved <br />with the planning and design of numerous water and wastewater projects. He provided <br />engineering services in the preparation of design, survey plats and descriptions, and <br />specifications, and construction engineering. He is also familiar with 404 permitting, <br />NPDES stormwater permits, and other governmental regulations. <br />Mr. Bowman has also been involved with the planning and design of solid waste <br />landfills, site development, stormwater master plans, and NPDES stormwater permits. <br />His experience in stormwater permits includes the preparation of City of Jackson's <br />Part I and II applications permit and industrial permits for all city owned industrial sites. <br />He has worked with state and federal agencies during the approval of NPDES permit <br />applications. He also has assisted in several industrial permit submittals. <br />• Robert R. Latham, Jr., FEMA Reimbursement Specialist - Mr. Latham joined Neel- <br />- Schaffer in 2006, upon retirement, as Executive Director of the Mississippi Emergency <br />Management Agency (MEMA). Mr. Latham was Executive Director for six years induding <br />the landfall of Hurricane Katrina and the initial eight months of recovery. He served as <br />Governor's Authorized Representative (GAR) to FEMA and oversaw response, recovery <br />and mitigation programs for 11 presidential declared disasters including the State's <br />terrorism preparedness efforts after the September 11, 2001 attacks and Hurricane <br />Katrina. Mr. Latham also coordinated emergency preparedness and response operations <br />for more than 45 Governor's state of emergencies. Additional accomplishments include: <br />established and maintained statewide emergency management system for natural, man- <br />.. made and technological disasters for all 82 counties in Mississippi; development and <br />maintenance of the state comprehensive emergency plan (CEMP); and the development <br />and implementation of a standardized incident management system. <br />I11_ NEEI-SCRAPPER <br />= S•f,.tf-n• rev von 6rf1d vOen <br />
