59 <br />Summary of Key Personnel <br />Key Personnel for Debris Monitoring Services <br />~. Listed below is a summary of our key personnel who will be providing staff management for <br />the proposed project. <br />• Nelson Lucius, PE, Officer-in-Charge - Mr. Lucius joined Neel-Schaffer in 1990 and <br />has 28 years experience in emergency management and civil engineering. Mr. Lucius <br />has extensive experience in managing and monitoring debris removal related to all types <br />of disasters including hurricanes, ice storms and floods. <br />Mr. Lucius was in charge of several debris monitoring projects in the Galveston-Houston <br />area following Hurricane Ike in 2008 including ROW debris removal in four cities, 50 <br />miles of beach sand cleaning and removal of approximately 100 sunken vessels. <br />Following Hurricane Katrina, Mr. Lucius was project manager responsible for monitoring <br />the removal of more than 1 million cubic yards of ROW debris, abandoned vehicles, <br />marine vessels and other special wastes, including white goods, tires, and asbestos- <br />containing materials. He also managed the removal of "wet" debris from the drainage <br />ways and waterways along the Gulf Coast. Mr. Lucius served as project manager on <br />numerous debris removal, roadway, utility and landfill projects including, conceptual <br />design, site development, final design and permitting. <br />Mr. Lucius recently provided debris management services in Arkansas, Missouri, <br />Oklahoma,Iowa and Kentucky following the 2009 and 2010 Severe Ice Storms. His <br />experience in debris management and FEMA guidelines have provided valuable <br />assistance to the cities and counties Neel-Schaffer has served through the years. <br />• Derrick Tucker, PE, Project Manager- Mr. Tucker has managed debris operations for <br />Neel-Schafferfollowing Hurricanes Ike and Katrina. He was Project Manager for debris <br />removal following Hurricane Ike for four cities including, La Porte, as well as 50 miles <br />of sand cleaning at Galveston, Brazoria and Boliver. Mr. Tucker was also responsible <br />for 350,000 acres of marine debris and sunken vessel removal from the Guff of Mexico, <br />Galveston Bay and four other bays. <br />Mr. Tucker joined Neel-Schaffer in 2002. He has more than 13 years experience in <br />debris management, and civil and environmental engineering. He has managed <br />debris operations and all aspects of water and sewer improvement projects; including <br />conceptual development, grant and loan funding procurement, environmental clearance, <br />production of construction plans and specifications, rights-of-way /easement acquisition, <br />and construction engineering and administration. <br />• Brian Fulton, PE, PTOE, Billing/Invoice analys>y QA/QC Manager- Mr. Fulton <br />has managed several debris removal monitoring projects including Hurricane Katrina <br />recovery projects. He has managed rights-of--entry and rights-of--way monitoring as well <br />as removal of hazardous trees and damaged structures. Mr. Fulton recently served as <br />Project Manager for the debris removal monitoring operations in the City of Poplar Bluff, <br />Missouri and Greene County, Arkansas following the 2009 Severe Winter Storm.
