University Ave. <br />Lafayette, t;A 70501 <br />337-280-5639 <br />tcarcoll@lafayettela:gov. <br />Hurricane Gustav <br />Hurricane Gustav entered the Gulf of Mexico and began to impact Texas, Louisiana and <br />Mississippi with torrential rain and wind storms on August 30, 2008. <br />Lafayette Consolidated Governme~ <br />Lafayette, Louisiana <br />Neel-Schaffer had been selected by the Lafayette <br />Consolidated Government (LCG) to provide Debris <br />Monitoring in September 2006. This pre-position <br />contract allowed for the LCG officials to take a pro- <br />active approach for preparing their staff, City, and <br />citizens for future disasters. Neel-Schaffer met with <br />LCG officials following the award of the contract to <br />discuss pre-planning operation procedures. This effort <br />paid off when Hurricane Gustav (DR-1786) made <br />landfall in the state of Louisiana on September 1, 2008. <br />Our debris response team was deployed to Lafayette prior to landfall in an effort to expedite <br />debris recovery services. The storm passed through the Lafayette area on September 2, <br />2008 and work quickly began for initiating the 70-hour push contract to Gear primary roads <br />which concluded on September 5, 2008. This initiative allowed for City and emergency crews <br />to begin a preliminary damage assessment of the city and report this vital information to the <br />Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP) in order <br />to substantiate the need for a presidential major disaster declaration. <br />The next phase of the recovery process began September 6, 2008 far Neel-Schaffer to <br />monitor the debris removal process performed by DRC Emergency Services, LLC throughout <br />the City of Lafayette. In three months, Neel-Schaffer monitored the removal of more than' <br />276,000 cubic yards (cy) of vegetative debris and trimmed 15,235 trees that were damaged <br />from the storm. The City elected to recycle the vegetative debris into 72,000 cy of mulch that <br />will be used for various landscaping projects throughout the City. <br />Neel-Schaffer also provided the LCG with a Debris Management Plan that was approved by <br />FEMA and as a result provided the City with an additional 5% of federal funding.
