Holloway, Mayor of Biloxi <br />Neel-Schaffer entered into a contract with the City of Biloxi <br />on September 11, 2005 to monitor the removal and disposal <br />of storm-related debris from the public roads and streets in <br />Biloxi. The level of devastation in Biloxi was unprecedented, <br />and warranted an expansion of the scope by FEMA to include <br />private residential property clearing, as well as selected <br />commercial prope-ty debris clearing. <br />Neel chaffer assisted the City in the administration of the <br />con#racts with three independent contractors who were each <br />assigned a defined geographic area within the City for debris <br />removal. The general contractors subsequently employed <br />multiple subcontractors to meet reimbursement guidelines <br />established by FEMA. <br />Our staff met daily with the City and provided daily reports on <br />the progress of the debris removal.
