The monitoring firm will oversee the operations <br />of the Debris Removal and Processing firm. <br />• With the assistance of Neel-Schaffer and further coordination with OCEM, complete a <br />County plan for emergency storm debris management. <br />• Obtain a Debris Removal and Processing Service Agreement with a company that would <br />perform the actual debris removal and processing services during an emergency storm <br />event. This would be the company that actually collects debris from designated areas, <br />delivers it to emergency debris management sites and is ultimately responsible for <br />cleanup and remediation operations. This service has been bid and a recommendation <br />is forthcoming. <br />• Inquire as to whether any of the local municipalities are interested in joining Orange <br />County in the Debris Removal and Processing Service Agreement and to coordinate <br />planning as necessary. <br />• Discuss with the North Carolina Department of Transportation a potential local <br />agreement regarding potential coordination and cooperation in the cleanup of state <br />roadways. <br />• Identify and secure one or more Debris Management Sites (DMS) in Orange County that <br />would act as a processing and storage site for debris generated by an emergency storm <br />event. The Solid Waste Management Department has been evaluating County-owned <br />property and will be seeking guidance from the Board of Commissioners over the next <br />few months. <br />Requests for proposals were prepared for Emergency Strom Debris Monitoring Services. <br />Sealed proposals were received from four (4) firms: <br />Alvin Fairburn & Associates, Inc. -Denham Springs, LA <br />Beck Disaster Recovery, Inc. -Maitland, FL <br />Neel-Schaffer, Inc. -Stockbridge, GA <br />O'Brien's Response Management, Inc. -Miami, FL <br />After a thorough evaluation of the proposals, the Solid Waste Management Department <br />recommends that Neel Schaffer, Inc. be awarded the contract for Disaster Debris Management <br />and Monitoring Services, effective June 30, 2011. Criteria to which each firm was evaluated <br />against included Qualifications of Firm, Technical Approach, Project Management, References, <br />and Cost Proposal. <br />FINANCIAL IMPACT: The primary purpose of this agreement is to maximize the eligibility for <br />emergency reimbursement of expenditures related to storm debris management. It is believed <br />that other than some preliminary assistance with storm debris management planning (for which <br />$10,000 is included in the Manager's recommended FY 2011/12 budget), there will be no <br />expenses related to this agreement without an emergency declaration by the County Manager. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the agreement <br />with Neel-Schaffer, Inc. for Disaster Debris Management and Monitoring Services and authorize <br />the Chair to sign the agreement. <br />
