ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 7, 2011 <br />Action Agenda <br />Item No. 5 - j <br />SUBJECT: Disaster Management, Monitoring and Recovery Services Agreement <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />(Under Separate Cover) Gayle Wilson, 968-2800 ext. 126 <br />Disaster Management Monitoring Michael Talbert, 245-2153 <br />Agreement <br />PURPOSE: To enter into an agreement between the County of Orange and Neel-Schaffer, Inc. <br />for the purpose of providing Disaster Debris Management and Monitoring Services. <br />BACKGROUND: The Solid Waste Management Department along with Orange County <br />Emergency Management (OCEM) prepared a needs assessment for storm debris management <br />utilizing the Federal Emergency Management Agency's (FEMA) modeling to estimate quantities <br />of waste materials that could possibly be generated in a moderate-to-heavy storm event <br />(hurricane, ice storm, tornado, etc.). The quantities derived from this analysis indicate a <br />magnitude of potential debris that would likely overwhelm the County's current modest storm <br />debris management capabilities. The odds of a major storm event happening any given year is <br />rather small, but the inevitability of a major event at some point is a certainty. <br />A recommended course of action that would provide Orange County the necessary debris <br />management capability to adequately respond to this type of event was developed by the Solid <br />Waste Management Department, with OCEM providing assistance and additional guidance <br />provided by the NC Department of Crime Control and Public Safety. <br />Solid Waste Management is proceeding as follows: <br />Obtain an Emergency Strom Debris Monitoring Service Agreement to represent and <br />manage the public assistance funding aspect of a large event, including assisting with <br />the FEMA process, grants and other financial programs to facilitate recovery. Monitoring <br />is now required by FEMA and consists of providing field personnel 1) to observe, oversee <br />and verify collection, processing and disposal operations, 2) to maintain the FEMA <br />required data base and documentation, and 3) to represent Orange County during <br />interactions with FEMA to maximize federal/state reimbursements and minimize local <br />
