In the spring of 2002, the various local governments <br />decided that each local government would contract individually with the service provider of their <br />choosing for HHW services. <br />In June of 2002, the BOCC approved an agreement with ECOFLO, Inc. for the provision of <br />HHW and CESQG services. This agreement authorized athree-year initial term, with atwo- <br />year extension. That June ECOFLO began operating Orange County's HHW Program based at <br />the permitted facility at the Orange County Landfill. In the spring of 2003, the HHW program <br />transitioned from holding collection events on the first Saturday of the month to operating afull- <br />time year round collection program accepting household hazardous waste four days per week. <br />The June 2002 agreement also allowed for small businesses, non-profits, and other public <br />agencies within Orange County generating less than 100 Kg of Hazardous Waste per month <br />(Conditionally Exempt Small Quantity Generators, CESQGs) to have access to Orange <br />County's Program for fee-based disposal of commercial hazardous waste. <br />In August of 2005 the BOCC approved an addendum to the original agreement allowing for the <br />expansion of program hours from four days per week to six days per week, and also allowing for <br />an additional two-year term. <br />
