z <br />increased coordination and management particularly for adult day care services, given <br />potential for decreased State aid. <br />Charles House, the adult day care provider serving principally Chapel Hill and Carrboro under <br />the social model, is not recommended for funding in FY2011-12. Charles House funding was <br />recommended and approved in FY2010-11 given increased availability and opportunity to <br />increase services available to frail elderly in southern Orange. Charles House will continue to <br />serve eligible residents, including referrals from rural parts of the County in coordination with the <br />Aging and Social Services Departments. The available HCCBG dollars are recommended to <br />revert to Senior Care of Orange County, Inc. for its principal mission of providing adult day <br />services primarily to central and northern Orange residents under the health model. <br />The Department of Social Services in collaboration with the Department on Aging will continue <br />to offer home services, and outreach and assistance for seniors at-risk to placement. The <br />Department on Aging will also continue its responsibilities for congregate nutrition, senior center <br />operations, and related transportation. <br />The advisory boards for Aging and Social Services have reviewed the proposed spending plan <br />and accepted the allocation of projected dollars. <br />The requisite grant documents have been reviewed in advance by the County Attorney's Office. <br />FINANCIAL IMPACT: The Home and Community Care Block Grant for FY2011-12 is estimated <br />at $489,035 in State funding to support a network of aging services throughout Orange County. <br />This estimate is the same as the FY2010-11 actual for planning purposes and may need to be <br />reassessed and modified as State budget actions impacting seniors are made clearer. The <br />required match is provided through cash and in-kind contributions within Departmental <br />operating budgets. <br />RECOMMENDATION(S): The Manager recommends the Board approve the Home and <br />Community Care Block Grant Funding Plan for FY2011-12 in the amount of $489,035 and <br />authorize the Chair to sign the necessary grant documents. <br />
