Petition for Addition - Trail Drive in Cheeks Township <br /> 9 The Board considered a petition from the N.C. Department of Transportation for the addition of <br /> 10 Trail Drive in Cheeks Township to the state-maintained secondary road system. <br /> 11 Commissioner Jacobs asked that for these items that the maps be larger. <br /> 12 A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to <br /> 13 approved the petition from the N.C. Department of Transportation for the addition of Trail Drive in Cheeks <br /> 14 Township to the state maintained road system. <br /> 15 VOTE: UNANIMOUS <br /> 16 <br /> 17 X. Revisions to Orange County Voluntary Farmland Preservation Program Ordinance <br /> 18 The Board considered a proposed revision to the Orange County Voluntary Farmland <br /> 19 Preservation Program Ordinance. <br /> 20 Commissioner Brown made reference to membership and asked for a definition of active <br /> 21 farming. <br /> 22 Don Belk said that he is not sure about the definition of active farming. Traditionally, over the <br /> 23 last four years the staff has tried to make sure that these members are fulltime farmers. <br /> 24 Commissioner Brown made reference to the three nonfarming members and the words <br /> 25 "municipal members." Don Belk said that these are for people who live near the town limits. <br /> 26 Commissioner Brown suggested holding these revisions until some of the terms are defined <br /> 27 and also look at the representation to see if it needs to be changed. She asked for a definition of <br /> 28 development community. <br /> 29 A motion was made by Commissioner Brown, seconded by Commissioner Halkiotis to refer this <br /> 30 back to the Agricultural Districts Advisory Board for review and clarification. <br /> 31 VOTE: UNANIMOUS <br /> 32 <br /> 33 y. Chapel Hill/Orange County/Visitors Bureau Revised Bylaws <br /> 34 The Board considered adoption of revised bylaws for the Chapel Hill/Orange County Visitors <br /> 35 Bureau. <br /> 36 Commissioner Brown made reference to page 9 and the conflict of interest statement and <br /> 37 asked why it did not say what conflict of interest usually includes which is financial. Geoffrey Gledhill will <br /> 38 make that change. <br /> 39 Chair Gordon said that the County Commissioners may want to nominate a citizen AT LARGE. <br /> 40 Commissioner Halkiotis said that this Board is one of the best functioning in the County. He sees no need <br /> 41 to add another citizen AT LARGE. It was decided that they would not add a slot for an AT LARGE <br /> 42 representative. <br /> 43 Chair Gordon made reference to page 10 section 2 - other personnel - and said that <br /> 44 traditionally advisory boards do not approve new positions. The County Commissioners would be the entity <br /> 45 to approve new positions. <br /> 46 Commissioner Carey said that he feels it is appropriate for the Visitors Bureau to approve <br /> 47 positions. After further discussion it was decided to leave this language as presented. <br /> 48 <br /> 49 By consensus the Board of County Commissioners referred this item to the County Attorney for <br /> 50 further clarification. This item will be placed on the Consent Agenda for June 21. <br />
