o~~-aoll-ol8 <br /> <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 17, 2011 <br />Action Agenda <br />Item No. ,S _ [` <br />SUBJECT: 911 Computer Aided Dispatch Enhancement and Approval of Budget <br />Amendment #10-A <br />DEPARTMENT: Emergency Services, Financial PUBLIC HEARING: (Y/N) No <br />Services <br />ATTACHMENT(S): <br />LogiSys MapTrak GIS Brochure <br />INFORMATION CONTACT: <br />Frank Monies de Oca, Emergency <br />Services, 919-245-6100 <br />Clarence Grier, Financial Services, 919- <br />245-2453 <br />Craig Blackwood, Emergency Services, <br />919-245-6130 <br />PURPOSE: To approve the addition of Automatic Vehicle Location (AVL) and mapping <br />capabilities to ten (10) emergency response vehicles to enhance the current 911 Emergency <br />Communications Center dispatch system, and approve Budget Amendment #10-A <br />appropriating $55,042 of fund balance in the Emergency Telephone System Fund for this <br />purpose. <br />BACKGROUND: The current Computer Aided Dispatch (CAD) system is based on a basic <br />system that only processes internal information utilizing static Global Positioning System (GPS) <br />information, rudimentary cellular location data and hand-input dispatch codes. The proposed <br />new addition to the CAD system will bring the system up to moderate levels allowing operations <br />from field units interacting directly with the 911 Communications Center. It will allow call <br />processing, dispatching and routing of the closest unit to a call for service request, improving <br />response times and allowing the 911 Center and field supervisors to monitor locations of units; <br />further enhancing safety. <br />The mapping component will allow telecommunicators to zone into call locations and determine <br />the shortest route for assigned resources and redirect closer units. Another feature of this <br />package is the addition of mobile data-sharing gateways which will create a persistent <br />connection between the 911 Center and all field units to allow the reliable movement of data <br />back and forth from the mobile units, thus further increasing response efficiency and safety. <br />This start-up package will outfit 10 mobile units. If this pilot program is successful, staff will <br />develop additional materials for Board consideration at a later date to outfit additional mobile <br />units. <br />
