Utilities - Server: The project is located within Phase I Vilest of the E land Area Severer Overall <br />System Plan and Orange county will be responsible for providing wastewater service to this <br />project. The BOCC, ultimately, is being asked to approve the extension of sewer service as a <br />part of this Conditional Use request. <br />The applicant has indicated that all severer lines shall be " diameter PC in accordance with <br />existing County specifications, . <br />STAFF COMMENT.- The County has an agreement with the Town of Hillsborough to discharge <br />up to 360,000 gallons of wastewater per day into the Town's treatment plant. The current <br />discharge amount ranges from approximately 35,000 to 40,000 gallons per day for 225 <br />customers. The anticipated wastewater flows from this project range are approximately 6,00 <br />additional gallons per day (staff estimate is 200 gallons per individual residence). The increased <br />flow volume is expected to actually Improve the situation in the main line to the treatment plant. <br />With respect to wastewater fees} the applicant shall be required to adhere to the following fee <br />schedule as detailed on the adopted Orange County Fee schedule if the project is approved <br />An Acreage Fee of $1000 per acre for public sanitary suer service at the time the Final <br />Subdivision plat is submitted to staff for approval, <br />A public sanitary serer service tap fee of $600.00 per unit submitted at the time a <br />building permit is submitted for review, and <br />A Hillsborough Capital Facilities Fee of $634.36 per unit submitted at the time a building <br />permit is submitted for review, <br />This area is part of the Efland Serer Enterprise Fund. There Is a multi -year rate schedule <br />program that will eventually reduce the general fund subsidy of existing fees. All sever rate <br />fees are subject to change as the fee schedule is amended by the BCC* <br />S ormvvat r. Drama The applicant has identified three 3 stormwater facilities throughout the <br />project consistent with existing County regulations. According to the application, all facilities <br />shall be designed to meet structural storm grater Best Management Practices MP's , as <br />defined in the North Carolina Depattment of nv ro men and Natural Resources S orr m a er <br />BMP Manual for the one -year twenty -four (24)-hour storm. Further} the applicant has <br />indicated that the project shall maintain the same posh development as pre - development <br />regardless of the BMP option chosen as mandated by the State. <br />STAFF COMMENT: staff has completed a preliminary review of the proposed storm water <br />drainage system and has no major concerns. A condition of approval for this project should be <br />that the applicant secure all necessary Erosion Control and Stormwater management permits <br />prior to the commencement of earth disturbing activities.
