Whi ted, Wilbert McAdoo, Robert <br />and Elvis Mebane, and Louie Ramsom Riley. <br />Planning staff summarized to proposed development in that it has changed. It now has <br />28 lots and landscape buffers are proposed around lots 12 and 28 that were not <br />designated previously. A trail connecting the proposed open space to the Richmond <br />Hills trail system and the Orange county School District property is also a new addition. <br />The developer has not proposed looping the water mains and would like to construct <br />streets with 27' back-to-back pavement with curb and gutter. Planning staff is <br />recommending a water system extension that brings a 12" water rain from US Highway <br />70 along Tinnin Road to its northern terminus and looping the water mains east into the <br />Ashwick Subdivision and west into the Richmond Hills Subdivision. The eastern loop <br />will require a modification to the existing 60' access easement for the four -lot <br />subdivision at the end of Tinnin Road to include a utility easement for construction and <br />maintenance of the system. <br />Mr. Mebane asked if the eastern water main loop would require additional right -of -way. <br />It would not, but there would have to be an arrangement between the developer and the <br />affected parties to permit such an extension. <br />Ms. Whitted asked if existing water users along Tinnin Road would be permitted to <br />attach to the new 2" water main. The answer was a qualified yes, but the fee for such <br />a replacement tap was not known. <br />Ms. Riley asked about the nature of the landscape buffers. She thought that since the <br />developer was requesting a waive to reduce the buffer width to as little as twenty feet, <br />there should be some enhancement of the buffer such as additional plantings, a fence <br />or other treatment to better define the buffers so that neighbors would know where they <br />were. <br />There were some genera[ questions regarding how and where the water loop into <br />Richmond Hills would be accomplished. <br />Mr. McAdoo asked where the demographics of the homeowners in the Richmond Hills <br />Subdivision and with habitat for Humanity of Orange counter in general. There seems <br />to be a concentration of such low- and moderate- income families in the immediate <br />areas and existing residents feel as though a community within the community is being <br />created. Also, what were the ranges of total housing cost for the Richmond Bills <br />neighborhood and how will that compare to the Tinnin Woods Subdivision. <br />There were further concerns voiced regarding the quality of the School Douse and <br />Tinnin pavement. NC DOT has requested that the developer post a bond for both goads, <br />ch that in the advent of construction traffic degrading the roadway surfaces, thc,,.re will <br />I } monies available to repave the roads. <br />
