Attachment 6 219 <br />Neighborhood Ir f rmafl rn Meeting for the Habitat for Humanity subdivision on <br />the north alas of School House Road at i i Road <br />Media Room at Fuller Road Elementary school from 7:00 to 8:15 loan. <br />April 7, 2011 <br />There were 22 neighbors in attendance. <br />Susan Levi, the Executive Director of Habitat for Humanity in Orange County gave an <br />introductory overview of Habitat's mission. They are a non-profit organization doing <br />business in Orange County for treat -five years. They provide volunteer labor to build <br />affordable homes for those people who normally could not afford one. They are part of <br />Habitat for Humanity, international. With the average price of a new hone to Orange <br />County being around $350,000 and the average rent at nearly $800 per month, their <br />task is diffi ult. They service families with annual incomes from between thirty and sixty <br />percent of the median family income for the County have demonstrated need and are <br />willing to donate 325 hours of sweat equity to the project. <br />This is a Hand Up, not a Hand Out program. Applicants must live In Orange County for <br />at least one year, have permanent Unites States residency, have had a stable income <br />for at least two years, a.nd have had participated in an eight hour hone buyer/owner <br />class. Habitat will provide a thirty-year, zero interest loam for the successful families. <br />They have recently worked on the Phoenix project in Chapel Hill and in the Fairview <br />neighborhood in Hillsborough. The homes are handicapped accessible, are sprinkled, <br />Energy Star compliant, and receive the National Home Builders Association Green <br />Building Bronze Certification. <br />Question:, Do you retrofit existing houses to be Energy Star compliant? Answer." lies, <br />we have an emergency loan fund for such repairs and retrofits. <br />Question: Vlhen will the next application cycle open's Answer: About a year out from <br />now. <br />Tracy Parrott of Summit Consulting, the design engineer for the development, <br />presented an overview of the project design. An application was made to the Orange <br />County Planning Department for a site plan for the Conditional Zoning and Special Use <br />Permit -- Class A. The properties and the surrounding neighborhoods are zoned <br />(Rural Residential). The proposal is to rezone the properties to CZ-R8. The application <br />will be presented to the BOCC and Planning Board at the May 23, 2011 Quarterly <br />Public bearing and should then be referred to the Planning Board at their July meeting <br />for review and recommendation back to the BOCC. The application would then go back <br />to the BOCC in August for final action. The two properties involved together contain <br />8.984 acres. Twenty -eight lots are proposed. A reduction in required perimeter buffers <br />will be requested. The proposed buffers will be reduced from 75 feet to twenty or fifty <br />feet. <br />The streets will have curb and gutter and not grassed swales because the scales do <br />not look good with this level of housing densities. Water mains will be extended north <br />from the south side of US Highway 70 with eight -inch mains. <br />
