6 <br /> Benefits Framework <br /> The most important framing issue is that the entire investment will provide benefits to both <br /> Durham and Orange County residents and enterprises, including businesses and universities. <br /> Assigning benefits to particular places will always involve simplifications, and will depend at <br /> least in part on assumptions that are used. This document is designed to provide a common <br /> foundation of objective information, while acknowledging simplifications and making <br /> assumptions transparent, so that changes or alternatives can be considered and all parties to <br /> the discussions have access to the same information. It is also important to view forecasts of <br /> ridership, property value impacts and other modeling-dependent measures as approximations. <br /> Benefits <br /> A wide range of benefits could result from an LRT investment, only some of which are <br /> quantifiable and only some of which can be reasonably attributed to residents and enterprises <br /> based on their location.
