County Manaqer's Report <br /> Frank Clifton said that the Governor thinks the County's fund balance belongs to the <br /> State. Right now the County's fund balance is at 12% and the goal is 17%. <br /> Frank Clifton said that there is a lot of discussion on misdemeanants being housed in <br /> county jails. There is an agreement with the Federal Marshall service to provide 70-80 beds <br /> depending on the availability and the Federal Government pays the County to do that. That <br /> revenue stream runs the County jail. There is a chance that the time might be increased for <br /> federal prisoner stays, and this would mean that the jail would not have enough beds. A new <br /> facility will need to be built. The estimate is $4,000,000 - $2,000,000 in lost revenue and <br /> $2,000,000 of additional expense. He asked the County Commissioners to talk to any <br /> legislators about a potential revenue stream. This is about 2.5 cents on the property tax rate. <br /> Frank Clifton said that he has received and is working on a utility service agreement <br /> with the City of Durham for the Eno district. He will keep the Board informed. This is the next <br /> step in economic development for this area. <br /> 11. County Attorney's Report <br /> No Comments <br /> 12. Appointments-NONE <br /> 13. Board Comments <br /> Commissioner Foushee — none <br /> Commissioner Jacobs reported on the Ag Summit on March 21St. There were about <br /> 120 people in attendance. It centered largely on the food processing center. <br /> Commissioner Jacobs reminded everyone that the opening of Fairview Park is on April <br /> 9tn at 2:00 p.m. <br /> Commissioner Jacobs made reference to the two petitions he brought up earlier and <br /> said that he was suggesting that these be put on the agenda for April 12th because he does <br /> not want to wait for two weeks. When things are moving fast, the Board may not always have <br /> two weeks to bring something back. He said that the billboard stuff is moving fast. <br /> He suggested that those two items be worked on as resolutions and that they will be <br /> distributed before the meeting on April 12tn <br /> Chair Pelissier said that this is probably not a problem. <br /> Commissioner Hemminger reported on the Falls Lake Stakeholder Association meeting <br /> and someone from the Division of Water Quality came to speak and explain information about <br /> what is going on. She will try and document some of that and distribute it. An RFP will be put <br /> out in the summer for a proposal for a consultant. <br /> Commissioner Yuhasz— none <br /> Commissioner Gordon — none <br /> Commissioner McKee said that he and Chair Pelissier attended an Orange County <br /> Democratic breakfast for a round robin discussion. He thought there was some positive <br /> feedback. <br /> Chair Pelissier said that the original request for the Orange County Democratic <br /> breakfast was to talk about the budget situation and the conversation was on economic <br />
