She also wants to have a specific plan for <br /> this community. She does not want to vote on this until there is a plan. <br /> Commissioner Yuhasz agreed and said that the municipal partners should also be <br /> engaged because Carrboro controls half of Rogers Road and the other half is in Chapel Hill's <br /> planning and zoning jurisdiction. Regarding the legal restrictions on the use of solid waste <br /> enterprise funds, if there are any, he wants to know how to get around those. <br /> Commissioner Gordon supported her fellow Board members. She said that this <br /> abstract is incomplete and she would ask the staff to bring forward in a timely manner <br /> something that is complete. She will not vote for this until there is a plan for mitigation with <br /> specifics. <br /> Frank Clifton said that no one expected the Board to vote on this tonight, but only <br /> provide guidance to staff. He said that he has only been here a year and a half and this issue <br /> has been studied to death. He said that the County has taken the brunt of the criticism for <br /> many years. He is not sure why the County is in the landfill business to begin with. He said <br /> that it seems that nobody is committed to do anything. He believes that it is time to do <br /> something. He said that the staff is in favor of acting on the direction from the Board, but they <br /> need input and the assertion of the Board. <br /> Commissioner Yuhasz asked clarifying questions about Options 1 and 2. He said that <br /> he would support Option 1 because Option 2 allows a higher mountain. <br /> Commissioner Foushee said that she understands that staff is asking for direction <br /> tonight, but her comment is that she will not vote on any option until it is accompanied by a <br /> mitigation plan. This is her direction to staff. She said that the document should show what <br /> the County has done and what it has left to do. She is only concerned about what the County <br /> will do and not what the towns will do. She does not want to be controlled by what the towns <br /> may or may not do. <br /> Commissioner Jacobs gave some history about how the County got into the solid waste <br /> business. He said that the simplest answer is that the County Commissioners are the ones <br /> elected to represent everyone in Orange County. At that point, Rogers Road was not even in <br /> the town limits and Orange County was the only one that could represent them. The County <br /> Commissioners believed that they could do a better job of trying to bring some amelioration to <br /> a community that had been dealing with this so long. The County did spend $200,000 out of <br /> the Solid Waste Enterprise Fund to bring a water line to this community. He said that he would <br /> like this to be resolved this fiscal year, which is in 85 days. <br /> Frank Clifton said that part of the issue is that the staff brought to the Board of County <br /> Commissioners a well replacement policy and it took an inordinate amount of time for the <br /> towns to review this process. He said that when the staff brings this back they will copy the <br /> towns but they will not ask for support or agreement on this issue because it will take too long. <br /> Commissioner Jacobs asked to include in the discussion the issue of the revenue <br /> stream coming from the sale of inethane gas to UNC. <br /> Chair Pelissier asked for information on whether the landfill gas removal would mitigate <br /> some of the landfill odor. <br /> Frank Clifton said that he thinks the direction is for the County staff to initiate a timeline <br /> associated with extension of the landfill that will entail some type of infrastructure analysis <br /> associated with whatever is defined as the Rogers Road area and the costs associated with <br /> those issues, and then the impact on the fee structure that would be associated with making <br />
