� <br /> Tuesday, November 8, 2011, at which there shall be submitted to the qualified voters of the <br /> County of Orange the question set forth in Section 3 of this Resolution. <br /> Section 2: The Orange County Board of Elections shall conduct said Referendum. <br /> Section 3: The ballot question shall be in the following form: <br /> [ ] FOR [ ] AGAINST <br /> Local sales and use tax at the rate of one-quarter percent (0.25%) in addition to all other <br /> State and local sales and use taxes. <br /> Section 4: The Clerk to the Board of Commissioners is authorized and directed to transmit a <br /> certified copy of this Resolution to the Orange County Board of Elections within three (3) days <br /> after the passage hereof. <br /> Section 5: The Board of Elections shall publish legal notice of the special advisory referendum <br /> in accordance with North Carolina General Statutes Section 163-287. <br /> Section 6: This Resolution shall take effect upon its passage. <br /> ADOPTED this the 5th day of April , 2011. <br /> 5. Consent Aqenda <br /> A motion was made by Commissioner Foushee, seconded by Commissioner <br /> Hemminger to approve those items on the consent agenda as shown below: <br /> a. Minutes <br /> The Board approved the minutes from February 15, 22, 24 and 28 of 2011 as submitted by the <br /> Clerk to the Board. <br /> b. Appointments — None <br /> c. Motor Vehicle Property Tax Release/Refunds <br /> The Board adopted a refund resolution, which is incorporated by reference, related to 70 <br /> requests for motor vehicle property tax releases or refunds in accordance with NCGS. <br /> d. UNC — Chapel Hill Landfill Gas Project Pipeline Easement Aqreement <br /> The Board approved easements as requested by the University of North Carolina — Chapel Hill <br /> (UNC) for a gas line to be installed between the Orange County Landfill and the engine <br /> generator to be constructed at the southeast corner of the parking lot of UNC's Printing <br /> Services Building located at the northwest corner of Martin Luther King, Jr. Boulevard and <br /> Homestead Road intersection in Chapel Hill and authorize the Chair to sign. <br /> e. Community Development Block Grant Proqram —Adoption of Section 3 Plan and <br /> Equal Employment and Procurement Plan <br /> The Board adopted the Section 3 Plan and Equal Employment and Procurement Plan for the <br /> FY 2010 Community Development Block Grant Award and authorized the Chair to sign. <br /> f. Requests for Road Additions to the State Maintained Secondary Road Svstem <br />
