The people in the County would have exactly one item that they would be <br /> required to vote on and the turnout would be low. He said that there is a disconnect because <br /> the citizens have expressed that they do not want taxes now. He said that prices are <br /> continuing to rise and salaries are being frozen. He suggested the County tighten up the belts <br /> and decrease spending. <br /> Ben Lloyd said that in 2008 the County pushed for a vote on an unpopular transfer tax <br /> and spent $110,000 in tax money promoting it. The citizens were told that there would be a <br /> property tax increase if this were not supported it. This upset voters and it got beat. Then <br /> there was a revaluation and it increased the average property tax 24%, resulting in 5,000- <br /> 6,000 appeals of revaluations. He continued going through the history of proposals of tax <br /> increases. He said that Orange County residents are tired of the high taxes that they pay. <br /> Charles Rucker lives in Hillsborough. He said that he has seen the conscience of <br /> Orange County slide from confiscatory to predatory. He said that the County seems to be <br /> letting its belt out while the residents are tightening their belts.
