9 <br />The following items have been identified as critical factors to achieving a <br />successful implementation: <br />Funding <br />• Adequate resources must be committed for the project to be <br />successful. <br />• A funding strategy for the future implementation of the project <br />recommendations must be developed and approved. <br />Project Governance/Leadership <br />• The sponsor organizations must "champion" the project. <br />• Consensus must be built within the county to ensure project support. <br />• Vehicles for input from all key stakeholders in the functional <br />requirement definitions must be provided. <br />Resources <br />• The project team must possess an appropriate mix of skills. <br />Communications <br />• A clear vision, strategy, statement of goals, and project timetable must <br />be well defined and frequently communicated throughout the <br />organization. <br />• Two way regular communications with stakeholders is essential. <br />Reengineering <br />• A willingness to change and improve the business, within the <br />constraints of the statutory requirements, must be demonstrated. <br />Issue and Change Management Process <br />From time-to-time, issues will arise that can impact project scope, budget and/or <br />schedule. The process that will be used to resolve these issues is shown below. <br />Each step will be undertaken until the issue is resolved. <br />• Working directly with the user and his/her supervisor. <br />• Engaging the project sponsors. <br />Regardless of the outcome and of the step at which the issue is resolved, the <br />issue and its resolution will be documented as part of the project documentation. <br />Page 7 of 7 <br />
