2 <br />The NCDOT Strategic Planning Office of Transportation (SPOT) is developing/refining the <br />process for prioritizing projects for the next transportation program and has requested regional <br />transportation organizations submit any new projects by July. Attachment 5 gives the strategic <br />planning criteria for ranking highway projects. Attachment 6 lists criteria for ranking bicycle <br />and pedestrian projects, and Attachment 7 shows criteria for ranking public transportation <br />projects. Regional transportation agencies may submit 15 new highway projects, 10 bicycle <br />projects, 10 pedestrian projects and public transportation capital projects. <br />The regional transportation planning agencies must endorse any new projects in June. The <br />Durham-Chapel Hill-Carrboro Metropolitan Planning Organization has asked for each <br />jurisdiction to submit a priority list by May 18. The MPO asks that local jurisdictions submit no <br />more than 3 new highway projects, no more than 6 bicycle projects and no more than 6 <br />pedestrian projects. <br />The new process starts with NCDOT prioritization of the following projects for programming in <br />years 2018-2022: <br />• Projects expected to be let for construction in FY 2018 - 2020 or later in the Draft (10- <br />Year) Work Program <br />• Projects not funded (unprogrammed) in the previous transportation program <br />• Limited number of projects that have slipped from years 1-7 <br />• New projects <br />All projects previously submitted by regional transportation agencies are already in the <br />prioritization database developed for the 2012-2018 transportation program. NCDOT will <br />score previously submitted and all newly submitted projects using the updated prioritization <br />ranking criteria. Regional planning organizations will then have access to the statewide project <br />scores before developing the regional priority lists due to NCDOT by November. <br />Recommended Priority List <br />The Orange Unified Transportation Board (OUTBoard) reviewed the priority lists submitted for <br />the 2012-2018 (at that time it was for 2011-2017) Transportation Improvement Program and <br />recommended no new projects. The OUTBoard did recommend that the project to construct a <br />pedestrian bridge on Orange Grove Road over Interstate 40 be resubmitted with changes to <br />include a sidewalk on the north side of Orange Grove Road from the proposed bridge to <br />Timbers Drive. <br />Attachment 3 lists information for projects submitted by the County for the last update of the <br />transportation program. Attachment 4 is a map of those projects. <br />Recommended priority list projects are noted in Attachment 3 and included in the resolutions <br />to the regional transportation planning agencies in Attachments 1 and 2. <br />FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br />RECOMMENDATION(S): The Manager recommends the Board: <br />1. Approve the resolution to submit priority projects to the Durham-Chapel Hill-Carrboro <br />Metropolitan Planning Organization. <br />2. Approve the resolution to submit priority projects to the Triangle Rural Planning <br />Organization. <br />
