ORANGE COUNTY TRANSPORTATION PRIORITY LIST <br />2011 - 2017 (2012 - 2018) TRANSPORTATION IMPROVEMENT PROGRAM <br />STATUS AND RECOMMENDATIONS <br />ORANGE <br />COUNTY <br />PRIORITY <br />(2011-17) <br /> <br />PROJECT DESCRIPTION NCDOT DIVISION <br />PRIORITIZATION <br />FOR 2012-2018 <br />TIP TARPO <br />PRIORITY <br />FOR 2012- <br />2018 TIP <br /> <br />ADDITIONAL INFORMATIONI <br />STAFF RECOMMENDATION <br />1 SR 1114 (Buckhorn Roadl Widening: Widen Buckhom Road from US 70 to West Ten Road (SR 1144) to multi-lanes with Subregional HwY This project is not funded in the Draft <br /> bicycle and pedestrian facilities. This stretch of roadway borders the westem boundary of the I-85/Buckhorn Road Economic Highway #13 201 Z-2018 STIP. It is scheduled for <br /> Development District EDD). This area is the focus of a growing problem of traffic backing up on the northbound exit ramps of I- Project BIKE/PED reprioritization. Originally submitted <br /> 85 caused by northbound traffic exiting I-85 onto southbound Buckhorn Road and turning left into a nonconforming business use (Mobility) #4 through the TARPO, this project is in the <br /> just south of the interchange. Orange County has extended water and sewer to this area to serve the Gravelly Hill Middle NCDOT SPOT area within the DCHC MPO boundary <br /> School on West Ten Road and to increase the attractiveness of the Economic Development District. Improvements to the Rank = 120 expansion into westem Orange County <br /> transportation system to support plans for that district are necessary to attract the desired development, which is expected to approved by the Secretary of <br /> increase pedestrian travel in this corridor. The Gravelly Hill Middle School and soccer fields on the north side of West Ten Road Division 7 Transportation in February 2010. <br /> will also increase traffic on this segment of Buckhorn Road. THE MPO WILL NOT RANK IT TO BE NCDOT SPOT <br /> PROGRAMMED IN THIS UPDATE OF THE TRANSPORTATION IMPROVEMENT PROGRAM. NCDOT HAS SCHEDULED Rank =119 <br /> THIS PROJECT FOR REPRIORITIZATION, BUT TRAFFIC COUNTS DO NOT WARRANT MULTI-LANE TIP <br /> IMPROVEMENTS. OTHER IMPROVEMENTS (BICYLE FACILITES, TURN LANES, ETC. SIGNALIZATION) CAN BE Division 7 <br /> CONSTRUCTED WITH DIVISION PROGRAM FUNDS (SPOT SAFTY; SMALL CONSTRUCTION, CONTINGENCY) STAFF Rank = 15 <br /> WILL WORK WITH THE MPO TO PROPOSE APPROPRIATE CROSS SECTION FOR IMPROVEMENTS AND PROGRAM <br /> WHEN CONDITIONS WARRANT AN UPGRADE TO THE ROAD AS NEEDED IN THE FUTURE. IMPROVEMENTS NEEDED <br /> FOR DEVELOPMENT MAY BE APPROVED BY NCDOT WITH DEVELOPMENT PLANS IN THE EDD AND WOULD BE BUILT <br /> BY THE DEVELOPER. <br />2 Dairyland Road/Orange Grove Road/Buckhom Road bicycle facilities: construct 4-ft. paved shoulders along the following route Bicycle Project BIKE/PED Originally submitted through the TARPO, <br /> from Carrboro to West Ten Road to provide a connection with proposed routes to Mebane and Elfand. NCDOT SPOT #3, #5. #8 a large segment of Dairyland Road is in <br /> • TIP Project EB-5108: Dairyland Road (SR 1112 - SR 1113 - SR 1177) from Union Grove Church Road to Orange Grove Unranked the area within the DCHC MPO. The <br /> Road (SR 1006); Dairyland Road segment of this project is <br /> • Orange Grove Road (SR 1006) from Dairyland Road (SR 1177) to Buckhorn Road (SR 1114); and Division 7 In the Draft 2012-2018 STIP and MTIP for <br /> • Buckhom Road (SR 1114) to West Ten Road (SR 1144). Dariland Road ranked <br /> e segment of Dairyland Road from Union Grove Church Road (SR 1111) to Old NC 86 to connect to proposed bicycle facilities <br />' the Orange Grove Road segment <br />#3 <br /> Carrboro <br />s ETJ. , <br />ranked #5 and the Buckhorn Road <br /> segment ranked #8. <br /> DCHC MPO HAS ASKED THAT LOCAL JURISDICTIONS SUBMIT ONLY 3 NEW HIGHWAY PROJECTS. ORANGE COUNTY <br />Costs to construct bicycle lanes on <br /> HAS 6 PROJECTS CONSIDERED NEW HIGHWAY PROJECTS. Dairyland Road and costs to construct -` <br /> bicycle lanes on Buckhorn Road exceed <br /> $1,000,000. <br />
