SPOT Criteria for Public Transportation Projects
PURPOSE: To consider resolutions endorsing priority transportation projects for the 2014-
2020 Transportation Improvement Program (TIP):
1) Resolution to the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning
Organization (MPO) Transportation Advisory Committee (TAC) endorsing the Priority
List of projects in areas of Orange County within the Metropolitan Area Boundary
(MAB) for inclusion in the Metropolitan Transportation Improvement Program (MTIP);
and
2) Resolution to the Triangle Area Rural Planning Organization (TARPO) Rural
Transportation Advisory Committee (RTAC) endorsing the Priority List of projects in
areas of Orange County outside the MAB.
BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a multi-
year State Transportation Improvement Program (STIP) that specifies needed transportation
improvements across the state. The transportation program contains funding information and
schedules for North Carolina Transportation Divisions including Highways, Aviation,
Enhancements, Public Transportation, Rail, Bicycle and Pedestrian, and the Governor's
Highway Safety Program. The transportation program is the major tool for implementation of
locally and regionally adopted transportation plans.
The North Carolina Department of Transportation (NCDOT) has revised the process for
developing the transportation program. (Information on Transportation Reform and process
for developing the Transportation Improvement Program is available on the NCDOT website
http://www.ncdot.org/performance/reform/.) The seven-year Transportation Improvement
Program is embedded in a 10-Year Work Program, with available funding committed to
delivering 95% of projects programmed in the first five years. Projects in years 6 and 7 roll into
years 4 and 5 of the program during the two year period between reprioritizations.
