43
Updated Rogers Road Sewer Service Concept Plan and Cost Estimates
February 8, 2011
Page 3
Construction cost estimates are preliminary only and are not based on a site -level
assessment of field conditions. Cost estimates will become more precise as detailed
engineering design proceeds. Please note that additional costs for acquiring sewer
line easements that may be needed across privately property have not been included
in these totals, due to the highly variable and case-specific nature of these costs.
Estimates are based on the best information available as of February 2011. In
general, construction costs have remained stable during the recessionary economic
conditions of the past three years, but OWASA assumes that project costs will
escalate at a 5 percent annual rate in the coming years as economic conditions
improve. We recommend that this inflation factor be used in any future
interpretation of these estimates.
The overall extent of this concept plan, including the number of unserved parcels,
will change in the future if (or as) individual development projects extend new
sewer lines to currently unnerved properties.
The costs shown below are for the extension of sewer to unserved portions of the
Rogers Road study area only. Additional eU r lot costs for connecting individual
properties to the sewer system are discussed in the next section.
Estimated Costs of Extending OWASA Sewer Service to All
Currently Platted Parcels within the Town of Chapel Hill's
Rogers Study Area
Engineering Design & Permitting
$198,000
Construction
$2,562,000
Construction Administration
$128,000
Construction Inspection
$128,000
Contingency
$414,000
Total
$3,430,000
Individual Connection Costs — As noted, the table above only includes estimates of
constructing the sewer collection system itself. Additional pgLlot costs for connecting to
the new system would include the following:
OWASA Service Availability Fee — This one -time connection fee represents the
proportional cost of "buying in" to OWASA's existing facility infrastructure (main sewer
lines, treatment plant, etc.) and is assessed according to the square footage of residential
