25 <br />Next Steps <br />The most immediate next step that involves the elected leadership and staff of the Towns and <br />County.regards action on the proposed small area plan itself. The Rogers Road planning area is <br />located in the Chapel Hill Transition Area as defined by the Joint Planning Agreement (JPA) and <br />implementation will require amendments to the Joint Land Use Plan (LUP). All three parties to <br />the JPA — Carrboro, Chapel Hill and Orange County — must adopt the required amendments. <br />The Town of Chapel Hilf has lead responsibility for initiating proposed changes to the. LUP <br />projected for the October 2009 JPA Public Hearing. <br />The BOCC is also scheduled to resume its consideration of alternate locations for the solid <br />waste transfer • station when it reconvenes in the fall. The official organization of an <br />intergovernmental work group to address public water and sewer infrastructure requests remains <br />pending but could also occur in late fall.'The attachments to this abstract constitute a "body of <br />work" that should be helpful to the BOCC as it looks to participate in a coordinated, organized <br />review of policy decisions and financing options along side Town counterparts and the OWASA <br />Board of Directors. <br />FINANCIAL IMPACT: Implementation of many of the recommendations made in the Town <br />Small Area Plan and /or BOCC Task Force Final Report is expected to have significant fiscal <br />impacts, most especially water and sewer development An intergovernmental work group is <br />expected to pursue an aggressive strategy . of financing options to help support desired <br />community improvements. <br />RECOMMENDATIONS: The Manager recommends the Board: <br />1. Receive the Rogers Road Area: Cross - Reference of Town and County Task <br />Reports and related historical background; and <br />2. Authorize County staff to continue in coordination with Town counterparts relative to next <br />steps. <br />
