b. High School Construction Task Force Recommendations <br />The Board received a report from the High School Construction Standards <br />Task Force on the design and construction of future high school space, and considered <br />adopting the high school construction standards. <br />Rod Visser summarized this report. He said that the task force used the <br />Department of Public Instruction guidelines. <br />Commissioner Halkiotis said that when they first started this project that the <br />Department of Public Instruction was recommending 750 square feet for a typical non- <br />science classroom. During the year this committee met, DPI increased this to 850 <br />square feet plus 25 square feet for every computer station. These standards include a <br />minimum of four computer stations for each classroom. He feels that this report is <br />reasonable. Also, with appropriate value engineering, certain things can be gained by <br />giving up certain architectural designs that win awards. <br />Commissioner Carey said that he enjoyed serving on this committee and <br />thanked the other officials and staff members who served on this committee. He feels <br />we need to proceed and adopt these standards. <br />Commissioner Jacobs asked if they discussed exterior features like <br />sidewalks, bikelanes, etc. <br />Commissioner Halkiotis said that things like sidewalks are design preferences <br />which need to be worked out with the architect. <br />A motion was made by Commissioner Carey, seconded by Commissioner <br />Halkiotis to receive the report and adopt the high school construction standards. <br />VOTE: UNANIMOUS <br />C. Blue Cross/Blue Shield Property Tax Refund <br />The Board was to consider a property tax refund resolution. However, the <br />taxpayer withdrew his request. <br />d. Proposed Amendments to the Carrboro Land Use Ordinance Related to <br />Implementation of the Facilitated Small Area Plan <br />The Board considered proposed amendments to the Carrboro Land Use <br />Ordinance related to the proposed facilitated small area plan. <br />John Link said that the joint planning staffs met on April 13 to discuss the <br />three primary and three secondary issues on the list of major issues as outlined in the <br />agenda. The Carrboro planning staff will address the primary issues. The Orange <br />County planning staff will address the secondary issues which have been resolved by <br />exchange of information about existing and proposed ordinances. <br />Carrboro's Land Use Planner Patricia McGuire summarized the process they <br />followed in developing these amendments. Her comments made reference to the table <br />illustrating development options on a 100-acre site using existing, proposed, and village <br />development options. She noted that with the agenda she included a chart comparing <br />the master plan and conditional use permit information requirements. <br />Commissioner Brown made reference to the Office/Assembly (O/A) District <br />and clarified that this district has no open space. She asked if this was in an area that <br />was a greenway or a conservation area and how this would be handled. McGuire said <br />that the Carrboro Planning Department would work with the developer to design the
