APPROVED 2/1412000 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />CHAPEL HILL TOWN COUNCIL <br />CARRBORO BOARD OF ALDERMEN <br />APRIL 14. 1999 <br />The Orange County Board of Commissioners, Chapel Hill Town Council and the Carrboro Board of <br />Aldermen met on April 14, 1999 at 7:30 p.m. to hold a Joint Planning Area public hearing. The <br />meeting was held at the Southern Human Services Center, Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Alice M. Gordon and Commissioners Margaret W. <br />Brown, Moses Carey, Jr., Stephen H. Halkiotis and Barry Jacobs <br />CHAPEL HILL TOWN COUNCIL MEMBERS PRESENT: Council Members Joyce Brown, Joe <br />Capowski, Pat Evans and Julie McClintock <br />CARRBORO BOARD OF ALDERMEN PRESENT: Mayor Mike Nelson and Aldermen Jacquelyn M. <br />Gist, Diana McDuffee, Allen Spalt and Alex Zaffron <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. ALL <br />RECORDINGS OF THE MEETING WILL BE KEPT FOR 6 YEARS. <br />1. Amendment to the Joint Planning Agreement _ Creation of Northern Transition Area <br />Advisory Committee <br />Planner Gene Bell presented for public comment a proposed amendment to the Joint <br />Planning Agreement. Orange County proposes an amendment to the Joint Planning Agreement to <br />authorize Transition Area Advisory Committees. The composition, duties and responsibilities of <br />such committees will be specified in the Carrboro Land Use Ordinance. This amendment will <br />implement a recommendation contained in the Facilitated Small Area Plan for Carrboro's Northern <br />Study Area. <br />Chair Gordon asked about the language that refers to Carrboro but does not make a similar <br />provision in case Chapel Hill wants to do the same thing. Gene Bell said that staff did not have time <br />to discuss that possibility with Chapel Hill. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to refer <br />this matter to the towns of Chapel Hill and Carrboro for decision and then to the Orange County <br />Planning Board for a recommendation to the Orange County Commissioners. <br />VOTE: UNANIMOUS <br />2. Shaping Orange County's Future Update <br />Director of the Environment and Resource Conservation Department David Stancil introduced <br />Elllen Ironside, co-chair of the Shaping Orange County's Future Task Force who made the <br />presentation.
